“12 eye surgeries – good!” Russia sends for security
In Russia, people with disabilities who do not reach the limit are returned unsuccessfully. Among them, in particular, mobilized with a paralyzed arm, visually impaired with glaucoma, who underwent 12 eye surgeries, as well as a 57-year-old hypertensive patient with chronic obstructive pulmonary disease. They were mobilized in the fall of some kind of medical examination. Doctors assume a forecast of muscle structure for health reasons, but the command does not let them go. “No one to fight.”
“The right hand was taken away completely”
At the end of September 2022, the 35-year-old Jacob mobilized from Krasnoyarsk. According to him, there was no medical examination, although he told the military registration and enlistment office of the Oktyabrsky and Zheleznodorozhny district about the metal structures installed in the shoulder joint and that he was forbidden to collect.
In 2013, Yakov got into aviation and suffered a head injury: the joint of the collarbone and scapula was torn. He installed a metal plate with screws that connected the bones. For the next almost 9 years, he took his place on the shore very much, trying not to go over it, thanks to the fact that the quality of life did not increase too much.
– They told me “Good!”, without even examining it, in the military registration and enlistment office my words were ignored. I have not seen a doctor before Ukraine. Then we were loaded in training, later “combat physical activity.” The meeting place every day ached unbearably – by the beginning of November, the right hand was simply taken away, – says Yakov. – On November 3, I was finally released to a civilian trauma center in the Kherson region.
The local doctor gave him a certificate about the need to make a compressor on his shoulder.
– Instead of an operation, they transferred me to the Feodosia hospital, where “no place was found.” Then to the hospital in Sevastopol – there was no room there either. Finally, they brought him to Pskov, after being attached to a military unit, – says Yakov. – There I was offered to “stand in line for the compressor” for May! And before that, six months (!), back – to fight!
On November 10, Pskov doctors of the branch of the 442nd Military Clinical Hospital of the Ministry of Defense of the Russian Federation confirmed Yakov’s disability and allowed him to be mobilized in turn for elective surgery, warning that it did not take place before May 2023.
– They wrote to return to the unit. And where do I stand with a manual meal? I can carry the report of the commander of the unit, they say, so and so to serve because of a broken arm. He asked to be released for treatment at the place of residence. Refusal! Wherever I just wrote – the military prosecutor’s office from Pskov, the prosecutor’s office of the region [Красноярского края], – says the mobilized. – Pskovskaya replied that “diagnosis does not refute risk A”, since there are no restrictions on physical activity, skydiving. The prosecutor’s office of the Krasnoyarsk Territory forwarded the appeal to the district prosecutor’s office, which sent it to the military commissar.
local military commissar Andrey Lysenko told Yakov that in Krasnoyarsk he “was called up in accordance with the law, so all questions should be directed to the commander of the unit.” The commander partially offered, Yakov was commissioned by the military commissar.
These correspondences have been going on for more than two months. All this time I just lived in a military unit in Pskov. My shoulder and arm still hurt, but there was no cure. local residents doctors [Псковский гарнизон] “I decided that I needed to go on a special operation,” says Yakov. – And in turn, they didn’t put me on the planned one. I learned only recently – on January 12, 2023 from the 442nd Military Clinical Hospital, that “planned hospitalization has been temporarily suspended due to the reprofiling of departments.” They suggested that I apply again in 2023 to apply for a compressor – then, perhaps, they will be included in a new queue. But there are no guarantees that the spring application will be approved.

“I breathe 60% – fit”
57 year old Vasily Vasilevich in September they mobilized, despite the fact that his lungs are only 60% functional. His daughter used the treatment unsuccessfully for almost four months so that her father was dismissed for health reasons.
– My father never served, he studied at the military department at the Agricultural Academy, that was 40 years ago. Now his lungs are only working at 60 percent, there are other serious health problems, – says Olga Vasilevich from the Smolensk region.
Vasily Vasilevich works at Smolenergo, repairs equipment, and there he was handed the summons on Friday, September 23.
– After lunch on the 23rd, they came to work, handed the summons and gave 13 hours to get ready. That is, the father had to collect all the things before 4 o’clock in the morning of the next day and return to the collection point. Mom went with him to find out why they were taken to death so hastily and lost, – Olga recalls. – The military commissar reassured them: “Don’t worry, he will not be in the combat zone, but in Donetsk and Luhansk, everything is fine there.” But in fact, he lied. And what’s the difference where? People of his age and health do not face mobilization. They didn’t even measure his blood pressure, which is going through the roof. Not only was dad diagnosed with chronic obstructive pulmonary disease, hypertension (a disability that he did not officially register so that there would be no problems at work), he has serious problems with vision and the musculoskeletal system. They took everything! Do you know where they took it? Machine gun troops! And he, roughly speaking, never held a weapon in his hands. But he is a senior lieutenant, machine-gun troops. Damn, what kind of machine gunner is he at 60?
Later, Vasily got through to the family, said that he was taken to the training camp 100 kilometers from his native Safonovo, to Smolensk. There, instead of a medical examination, the mobilized simply stated: “Are you feeling fine? Well, that’s all.”
– On the first day, he was in shock, he didn’t even really say anything. And then to the question: “Dad, how are you?” he was upset: “Ol, well, if I were not under 60 years old! They start running a pensioner. If it was 30 years ago, then there are no questions, but now it’s hard for me.”
Vasily’s wife called the Ministry of Defense hotline when her husband was still on duty.
– The girl on the hotline was shocked that a person with a diagnosis “just came and was taken away”. I gave my mother the phone numbers of the military registration and enlistment office of our Safonovo and Smolensk. “Well, everything will probably be fine,” Olga recalls. – Together with him, other sick people were brought to the collection point. For example, there was one younger father for just a year, a 64-year-old was mobilized! They and their families also complain, that is, everyone knows. And they are delicious, what kind of person stands in front of them. Due to COPD, my father’s lungs do not fully function, they take in air by 60 percent, he has hypertension – his face is always red – he is aware of this. He is no fighter.
The Smolensk military registration and enlistment office refused to comment on Vasilevich’s mobilization over the phone – they also did not respond to the editorial request.
Mobile disability with retinal detachment
In Moscow, 27-year-old Vladislav Komandzhiev, whose one eye is not visible, was mobilized even after a medical examination. He underwent 12 operations, but the military registration and enlistment office recognized him fit for service, his mother Olesya Komandzhieva.
“Severe patients have eye problems—retinal detachment and glaucoma. He survived 12 surgeries. My son is blind, but the universal commission, confirmed that he is fit for service, – cries Olesya Komandzhieva. – On Friday, September 23, he came to the military registration and enlistment office of the Mitinsky district, where he was handed a summons to the training camp with departure on the same day. At the medical examination, the ophthalmologist revealed problems with the review and gave a referral for a medical examination in case of a combined disease.

– There was a health check! Then Vlad was returned to the military enlistment office of Mitino and given 10 minutes to get ready, – Olesya Anatolyevna stumbles to scream. – When I threw it there, I ran, you know what the employee of the military registration and enlistment office told me? That I’m lying that my son has excellent eyesight!
Now Vladislav Komandzhiev is in the 15th regiment of the Taman division in Naro-Fominsk, his mother continues to write to the military prosecutor’s office and the Ministry of Defense, but receives answers from everywhere.
– “If your name is appointed by the annual commission of the main call of the point, then there is no meeting.” Such a plan of answers, – says Olesya Komandzhieva. – 12 operations on the eyes – good! I do not know what to do. Any day he might show up there. [в Украине]. I am terribly afraid of this.
