Municipality of Naples – Community Park of the Spanish Quarters

With a loan of 6 million euros from the CIS CIS – Institutional Development Contract “Naples – Historical Center”, the Municipality of Naples intends to concretely start the redevelopment of the green areas and some buildings of the SS Trinità delle Monache Complex inside the Park of the Spanish Quarters.
The planning of the intervention adopts participatory methodologies and tools. The participatory path and the call to action with which this opens will allow to involve all the subjects of the territory who wish to be protagonists of the initiative and to develop a proposal for the redevelopment built with the territorial community. With the visit to the Park and the public meeting scheduled for 28 January 2023, the “Parco dei Quartieri Spagnoli Community Hub” participatory path officially opens. The meeting includes two different moments: a visit to the Park, organized in collaboration with the Community of the Quartieri Spagnoli Park, and a public meeting with the deputy mayor Laura Lieto to explain the objectives and methods of participation in the call to action and the participatory path .
Visit to the Spanish Quarter Park
The visit will start from Piazza Montesanto at 10.00 and will end at 12.00 inside the Park.
Through various stages (1. vico Paradiso, 2. entrance to the Quartieri Spagnoli Park, 3. seventeenth-century building and upper park, 4. median park and other buildings) connect citizens to get to know the park and its history, to understand its critical issues and enormous potential. During the journey, citizens will be accompanied by representatives of the Park Community, representatives of the municipal administration and the municipality, technicians and facilitators of the participatory path team. The walk will allow you to explore the place, to observe it from the point of view of the various actors involved and to bring out the complexity and richness of the intervention.
The public meeting for the launch of the participatory process
At the end of the visit, a public meeting is scheduled to share all the information regarding the Call to Action and the participatory path “Parco dei Quartieri Spagnoli Community Hub”. The Call to Action invites citizens, associations, informal realities, social enterprises, local networks to put forward proposals for the redevelopment of the Park and some of its buildings. The Call to Action is inspired by the vision for the future of the park and the macro development ambitions outlined during the first participatory process which involved the former military hospital (Urbact 2nd Chance Waking up the sleeping giants – 2016).
Applicants will be involved in a participatory process that will allow them to work on the proposals collected to develop an organic and coherent project to open the Park to the city and citizens, filling it with initiatives and projects built by the community itself.
The participatory process will develop throughout the year 2023 through various phases.
First stage: development of a project proposal for the functions and coherent elaboration of intervention proposals on the physical space (February – May 2023)
Second phase: elaboration of a multistakeholder governance focused on the collaboration between the different actors involved in the project (June – July 2023)
Third stage: activation of the community hub (September – December 2023) The meeting will be attended by: the deputy mayor and councilor for urban planning, Laura Lieto, the President of Municipality 2 Roberto Marino, representatives of the State Property Agency which owns the property, Agnese Bertello, coordinator of the Call ad Action and the participatory process.
During the meeting, the representatives of the Community of the Spanish Quarter Park and of the Spanish Quarter Association will also intervene. They have long been promoters of cultural and educational initiatives within the Park.
