Russia and Fruits have conceptually agreed on oil supplies and started a new round of reconfiguration of IGP fruit stream
The agreement on the supply of oil to Russia and hunting will be signed in March 2023.
Moscow, January 20 – IA Neftegaz.RU. 8e The meeting of the Russian-Pakistani Intergovernmental Commission (IPC) on trade, economic and scientific and technical association was held on January 18-20, 2023 in Islamabad.
The meeting was chaired by the head of the Ministry of Energy of the Russian Federation N. Shulginova and Federal Minister for Private Sector Economics A. Sadiq.

The parties agreed to develop cooperation in the field of trade and investment, energy, communications and transport, higher education, industry, railways, financial and banking sector, customs, economic development, science and technology, information technology.
The Russian side was invited to participate in promising projects of the federal and provincial fisheries management, incl. in the public-private circle, and turned to a Russian business representative to explore these opportunities.
Russia and hunting also discussed innovations in the field of doing business, incl. through barter, and agreed on additional training.
In the pursuit of Eurasian connectivity, the parties agreed to exchange information to develop and improve speed and vehicle safety.
The following documents were also signed during the meeting:
- interstate agreement on drafting and mutual assistance in customs matters,
- a protocol between the Federal Customs Service (FCS) and the Customs Service of the Federal Council for Children’s Income on the exchange of documents and information on the customs value of goods transported between countries,
- Desire for airworthiness between the Federal Air Transport Agency (Rosaviatsia) and the Civil Aviation Authority.
On key issues of cooperation in the fuel and energy complex, there have been active critical ones, but in the event of a solution to the problem, they have not yet resulted.
On the eve of the meeting of the IGC, on January 19, 2023, N. Shulginov met with the Prime Minister of the fisherman Sh. Sharif and A. Sadiq.
During the meeting with Sh. Sharif, N. Shulginov noted that Russia had met with the Pakistani participants in the dialogue on a number of promising projects – the construction of energy facilities, a gas transmission network, and the supply of hydrocarbons.
With A. Sadik, N. Shulginov discussed issues related to the supply of agricultural products and energy resources, incl. oil and oil products, as well as gas, incl. liquefied gas (LNG).

Energy supplies
However, the likelihood of an agreement on energy supplies has been postponed until February-March 2023, incl. in connection with the entry into force of new restrictions against the Russian oil sector.
Following the meeting of the IGC, N. Shulginov said that an agreement on the supply of Russian oil and gas is currently being made.
Both sides confirmed that after reaching an agreement in principle on the technical details, the supply of natural resources and gas, there will be interchangeable production facilities of the countries’ production in production.
The approval process must be completed no later than the end of March 2023.
The issue of the supply of petroleum products was not discussed in detail, that N. Shulginov clarified the uncertainty after February 5, 2023, when the EU embargo on sea supplies of Russian petroleum products comes into force and reaches the price ceiling for them.
After that, Russia and the fruit will complement the agreement on oil, which is currently being developed.
Minister of Energy M. M. Malik said that Russia could have up to 35% of all oil imports in the country, which corresponds to about 3.4 million tons per year.
Payment will be made in Pakistani Rupees.
Earlier, representatives of the Pakistani oil refining sector opposed the initiation of a criminal case against the parties against Russia.
In an interview with The Nation, published on January 18, 2023, N. Shulginov informedRussia gives preference to the choice of currencies or currencies in third countries, protected from sanctions risks.
Regarding discounts on oil and gas for hunting, N. Shulginov said that the parties did not focus on this issue, because these issues are resolved quickly.
In November 2022, Novosti initially wrote that the property rights were expected to receive a 30-40% discount on Russian oil, but Russia refused, citing that all volumes were booked, promising to consider its request and later express its opinion through protocol channels .
The parameters to be determined on a commercial basis, the logistics of insurance and payment are already being worked out.
They will be included in the agreement, which is expected to be signed in March 2023.
Magic stream and its sources
About IHL fruit flow (previously North-South) Russia and individuals have agreed that the project follows in terms of due diligence, which is economically beneficial for the sustainable development of the gas economy, given the availability of gas supply.
The project provides for the construction of a gas pipeline with a length of about 1.1 thousand square meters. km and a capacity of 12.4 billion m3/year of gas for gas consumption with the southern population, where they are assigned to regasification terminals, in the north of the country to the treatment of industrial consumers.
The project was to start at 2016but repeatedly reconfigured and postponed, incl. due to western samples against Russia.

In addition to building the pipeline itself, in its own right, the project must provide a source of gas for it.
In an interview with the Pakistani TV channel PTV on January 19, N. Shulginov said that gas transportation projects are being considered that provide diversification of opportunities for using gas imports in the field of pleasure, increasing the supply of gas, be it LNG or pipeline gas.

- IHL of Turkmenistan – Freedom – India (TAPI), in which Russia does not participate, but admits such a possibility if various issues are resolved, incl. security.
All 3 routes are within a low degree of readiness.
Gas cooperation between Russia and Kazakhstan and Uzbekistan (the so-called triple gas union) is still under discussion, although the gas transportation infrastructure almost to Turkmenistan exists (MGP Central Asia – Center), but for the purposes of the project it requires additional investments.
IHL Iran – baby products (World) and IHL TAPI are now sold in limbo.
In terms of LNG consumption discussed for many years in Russia, there is no progress yet.
N. Shulginov explained that today LNG is mainly accounted for by the main contracts, the volume of futures contracts on the spot is small.

N. Shulginov said that Russia and the drivers agreed on general cooperation in the field of energy, expanding energy trade and expanding investment in energy infrastructure based on structures and environmentally friendly natural conditions.
In 2023, the parties expect to agree on a comprehensive plan for energy cooperation, which is expected for future joint work.
N. Shulginov said that Russia deliberately chose its proposals for projects in the field of electric power and sports.
The discussion can go on discussing both the modernization and the construction of hydroelectric power stations, thermal stations.
The parties agreed to discuss the proposal and continue their discussion at another level.
Outside of energy cooperation, it may concern metallurgy.
Russian companies have confirmed that in the Karachi steel plant modernization project for children.
Russia has a number of important technological solutions for the modernization of the plant, in 2013 a suspicious side of the observation of an interdepartmental memorandum was noted, later the Russian side revealed serious problems and an increase in the production capacity of the plant.
The government decided to privatize this enterprise, but these plans have not yet been implemented.
N. Shulginov noted that a new impetus is needed for the development of investment cooperation in Russia and fisheries.
