Russia and Kazakhstan quarreled over the Ukrainian ambassador, who is called the “Bandera emissary” in the Russian Foreign Ministry
For the first time in recent years, in the case of the Russian Federation in Kazakhstan, to the Foreign Ministry for an explanation. So in the country, the detention responded to the words of the speaker of the Russian Foreign Ministry Maria Zakharova about the work in Astana of the Ukrainian ambassador Petr Vrublevsky – earlier he said that the Ukrainians “are trying as many Russians as possible.” What does the Russian ambassador and how the Kazakh authorities regulate relations with the warring countries – in the material “Vot Tak”.
“Kill More Russians”
In August 2022, the Ambassador of Ukraine to Kazakhstan Petr Vrublevsky in an interview with a blogger Dias Kuzairov emphasizes the war with the Russian Federation and the “murder of Russians”.
“We try to kill as many of them as possible. The more we kill Russians now, the less opportunities we have to kill children,” he said.
Vrublevsky’s words were replicated by the Kremlin media, then deputies, officials and security officials joined the case. Head of the RF IC Alexandra Bastrykin requirement “give a legal assessment” to the vote, and the Russian Foreign Ministry and the maximum expulsion of the ambassador. Because of the great resonance, including in Kazakhstan, of the Vrublevsky case in the country’s foreign policy department.
“As you know, we attracted the Ukrainian ambassador, he said that this was expressed against the background of an increased emotional state, due to the fact that he was walking at the house,” informed official representative of the Ministry of Foreign Affairs of Kazakhstan Aibek Smadiyarov in early September.
“Bandera emissary” and “militant Russophobe”
After the visit, Vrublevsky went on vacation, and the theme of Theoretical Time fell silent. However, on October 4, a statement appeared on the website of the Russian Foreign Ministry that the Kazakh authorities were criticized, and Vrublevsky himself was called “militant Russophobe” and “Bandera emissary”.
“The Russian side demands the expulsion of the ‘diplomat’. In response, it was promised that P.Yu. Vrublevsky will irrevocably leave Kazakhstan in the shortest possible time. To the deepest regret, assurances that this Bandera emissary “will never be found” in Astana failed. This character reappeared in the power of Kazakhstan. Without hiding, he attends receptions as the head of the diplomatic mission. We hope that the Kazakh side, following not only the spirit of allied relations with Russia, does not go along with the neo-Nazi regime in Kyiv and will take measures to expel this odious nationalist as soon as possible,” story in a statement.
On October 4, the Kazakh Ambassador was also summoned to the Russian Foreign Ministry Yerkmen Kosherbaeva, it is permissible about the “categorically unacceptable” situation. In the words of Vrublevsky, they also looked at Staraya Square as a sign of prevalence under the Criminal Code of Kazakhstan for inciting ethnic hatred.
In Astana, these statements were answered on the morning of 5 September. The tone also turned out to be sharper than is customary in relations between friendly countries. Aibek Smadiyarov called Zakharova’s statement “the dissonant nature of the allied signs of Kazakhstan and Russia as equal status partners” and announced the summons of the Russian ambassador to Kazakhstan to the Foreign Ministry Alexey Borodavkin.
“We cannot understand what kind of criminal prosecution the representative of the Russian Foreign Ministry is talking about, since the Ukrainian ambassador to Kazakhstan, according to Vienna admissibility, has immunity,” he added.
Smadiyarov also spoke about Vrublevsky, informingthat the ambassador replied, and now Kyiv is looking for a new diplomat for this position.
The issue of annexation and oil blackmail
Kazakhstan and Russia are long-standing partners: together the countries are contained in the CSTO military bloc and Eurasian Economic Union (EAEU). In January 2022, after mass armed conflicts in Kazakhstan, the CSTO was introduced.
However, after the start of the war in Ukraine, Astana made several public statements in support of Kyiv. So, in June Petersburg President Kassym-Jomart Tokayev in India Vladimir Putin called the “DNR” and “LNR” quasi-private territories.
Then the Kazakhstani president suggests that the EU representatives find additional routes for goods bypassing Russia. Parallel in Kazakhstan published draft order to ban the importation of sanctioned goods in Russia.
After this court in Novorossiysk suspended work for a month Caspian Pipeline Consortium (CPC). This blocked the pumping of Kazakh oil through Russia. For Kazakhstan, the pipeline was the most important resource supply route to Europe. Thereafter Tokaev instructed the oil and gas company KazMunayGas to develop projects for oil production bypassing the territory of the Russian Federation. However, the problem is that there are currently no serious alternatives to open pipelines in Kazakhstan.

Russia has annexed parts of the Donetsk, Lugansk, Kherson, and Zaporozhye economies of Ukraine.
According to the political scientist Viktor Kovtunovskyspecializing in Russian-Kazakh relations, the answer Since the beginning of the war in the country, one has to maneuver in relations with the Russian Federation, the expert believes.
“Kazakhstan is forced to reckon with such an aggressive neighbor at hand. In the rhetoric of the Foreign Ministry in response to Russia’s attacks, there were sharp statements, besides, I do not remember the precedents for calling Russia’s ambassador in repeated history. In this regard, there is a question whether it is really between the allied countries. If we are talking about the same CSTO, then its members are currently detained – Armenia and Russia – are at war, and in Tajikistan and Kyrgyzstan there are usually skirmishes with a friend. In this sense, they speak of it as an alliance, security, impossibility. Whether the CSTO will continue to drag out its miserable presence further can only be judged when the war with Ukraine comes to a climax,” he said.
At the same time, Kovtunovsky believes that Vrublevsky’s statements did not worsen Kazakh-Ukrainian relations.
“The ambassador should have been wary of such statements even in a private conversation. At the same time, there is no maneuvering in relations with Ukraine, these were personal statements. This does not cause tension between countries,” the expert says.
