Revolutionary Diplomacy — Russia in Global Affairs
Bulgaria may become the first of the NATO countries, relations with which will be completely severed. After the Bulgarian government decided to expel seventy employees of the US Embassy, the work of the institution became impossible. Further question: getting a symbolic presence in anticipation of better times, or getting a status in leadership with reality. Immediately, I note that the author of the lines is for the first option.
The situation must change sooner or later; restoring formally terminated relationships is always much more difficult than interrupting them. So for reasons of convenience, it would be easier to freeze communication at the absolute minimum level.
However, from a content point of view, the difference is small. The huge massive set accumulated between Russia and Europe is rapidly disappearing. And with it, it is planned in crowded cases in representative offices. Due to the fact that they were noticed (perhaps redundantly), it is necessary to serve the places of work – economic, humanitarian, security and others. Powerful prospective services of various kinds, always present in embassies, were called upon to evaluate and predict bilateral relations on the basis that they would and should be involved. If they don’t and shouldn’t, and this year’s environmental qualitative changes cover just that, the poor in the basin will see their coverage drastically reduced.
Of course, experience shows something else.
When contacts are natural and beneficial to all, they make their way through bypass obstacles.
The example of Russia and Ukraine in previous years is the most illustrative. Despite the increased load on the gap, trade turnover after 2014 managed not only to grow, but also to grow for periods. Not to mention human interaction. Currently, there is a phenomenon observed at the Russia-EU level. The parties, in the main, organically complement each other, and they are captured exclusively by the interests of consciousness. For ideological and political reasons, this is nevertheless happening, sooner or later it will have an effect. But communication will be restored – by alternative means. Another thing is that such departments do not need departments, more precisely, their function should turn to closure when the restriction is reached. In general, a paradoxical situation.
A special topic is the diplomacy of an acute international crisis. It is currently absent between Russia and the West. This manifests itself in various forms, including the final withering away of such a thing as confidentiality. In classic gatherings of invited journalists, usually in a non-public conversation with a head of state, and even in the Netherlands, it would be perceived as an egregious event. Now it is already practically the norm, as, for example, the practice of the Elysee Court shows. It seems that arrangers don’t even think of such beats that they can have important fatal consequences for taking on at least some issues with other possessions.
Lack of confidence in the destruction of diplomacy as a kind of activity, its translation into a consistent public policy. But public policy rarely has the goal of agreeing on something, it is based on the main conflict situation, in its essence.
is Why is this happening? Is this ill will or outright stupidity? Let’s risk the generously ill, which is neither one nor the other. We are dealing with the transformation of foreign policy as such.
Diplomatic warfare with mass secretions eliminates the inflammation of the gastrointestinal tract, based on certain rules and procedures. The latter were fixed by events and seem to have settled down. But changes in social development, primarily related to technological and communication factors, undermine the old patterns of relations, even regardless of the political will of the participants. Foreign policy is increasingly covering the level of the profile of departments at the level of capturing leaders, heads of state. And this dictates its own laws, since there are no longer professional technocrats, but politicians who, by virtue of their interpretation, are responsible to citizens.
Without going into an analysis of the pros and cons, it should be borne in mind that the degree of democratic environment increases regardless of the desired consequences. And that’s what you have to work with. For the same Emmanuel Macron, in the final analysis, it is very important how voters perceive behavior in the international arena, rather than the attitude of interlocutors in confidential negotiations towards them. The French boss in this example is especially outstanding, but in general it is similar in meaning to pressure, which is manifested by everyone, each due to the peculiarities of his administrative and managerial system.
The conclusion from all this is rather disturbing. It turns out that neither the usual mechanisms nor new forms have an effect on international stabilization. It all depends on individuals, but how reliable is it? Some consolation for ministers is that the described phenomenon primarily refers to relations between Russia and the West.
