From February 1, Russia introduces a six-month ban on the export of precious metal scrap – Economy and business
MOSCOW, February 1. /TASS/. From February 1, 2022, Russia will introduce a ban on the export of precious metals for a period of six months. The measure, developed by the Ministry of Finance of the Russian Federation, is aimed at providing domestic enterprises with raw materials.
It is prohibited to export from the Russian Federation waste and scrap of precious metals or metals, clad precious metals, radioactive waste and waste containing precious metal or compounds of precious metals, as well as waste and scrap of electrical and electronic products, mainly for the extraction of precious metals, with the exception of cathodic antimony bullion, the period of validity of the sanctions ruling, published on the official event portal on December 25.
The resolution instructed the Ministry of Economic Development of the Russian Federation to sit at a meeting of the Eurasian Economic Commission (EEC) on a proposal to introduce a temporary ban on the export of this type of goods from the customs territory of the Eurasian Economic Union.
The introduction of the ban caused controversy among the parties concerned. The association of scrap processors NSRO “Ruslom.com” earlier criticized this action, arguing that the processing of the collected scrap and waste of precious metals by full refining enterprises was not possible. The Association of Refineries, in turn, disagreed with the statement, emphasizing that domestic enterprises can process the entire volume of waste and precious metal scrap generated in the country.
Prohibition conditions
Russian consumers of raw materials found precious metals are refineries. [занимаются очисткой извлеченных драгоценных металлов от примесей и сопутствующих химических элементов с доведением содержания драгоценного металла до значений, установленных законодательством РФ или превышающих их]which was published in early November.
Currently, the Russian market of precious metals has enough missing stocks of raw materials to load the production capacities of Russian processing enterprises, including Finnish plants, and therefore the full level of production capacity utilization for refining all types of raw materials, the ingress of precious metals, is no more than 30% , the event in the note. The shortage is ready to receive precious metals of raw materials, one of the reasons for which is its export outside the Russian Federation, which ultimately entails an increase in the cost of products, the identification of precious metals, the identification in the document.
The introduction of a temporary ban on the export of precious metals scrap and waste from the territory of the Russian Federation makes it possible to increase the utilization of the production capacities of Russian refineries, increase tax revenues to the budget, and also prevent the export of precious metals from the territory of a country with high prices due to the appearance of imports with small volumes, including as part of the renewal of the arrest of goods in the country
Scrap processors’ arguments
The current underloading of refineries is often due to the fact that they do not have technologies for the use of recyclable materials with limited access to precious fractions in the production of precious metals, therefore it is precisely such poor raw materials that are not in demand within the country that are exported, the executive director of the association of scrap processors NSRO “Ruslom” explained to TASS earlier .com” Marina Uglovskaya.
Procurement of any scrap in Russia now does not exceed 10 thousand tons per year, and of these only 2% (200 tons) can be effectively processed by 11 refineries of the Russian Federation, according to Ruslom.com’s recall of the draft resolution on the ban on the export of precious metals scrap . The remaining 98% of the collected scrap and natural and electrical substances with a lower content of useful components “are not in demand on the raw material market and will be thrown into landfill in replenishment of the environmental ban in the event of an export ban,” the association supports.
Position of refineries
Domestic enterprises process the entire volume of waste and scrap of precious metals generated in Russia, but at the moment they are suffering from a shortage of raw materials, previously announced by TASS in the Association of Refineries Association.
The introduction of a temporary ban on the export from Russia of scrap and waste of precious metals, which increase the capacity utilization of the production capacities of Russian refineries noted in the organizations.
