The head of the United Russia association named the main areas of activity for the spring session.

Today, January 17, the State Duma hosted a meeting of the Presidium of the United Russia Federation, at which plans for legislative work during the spring session were announced.

It turned out that the United Russia corps deputy’s priority remains the same – activities to detain the country and people. “And, of course, the implementation of the solution of the People’s Program, ensuring social problems, improving the healthcare system, helping families with children, protecting small and medium-sized businesses, and much more,” he said.

“Literally tomorrow we will consider a review that will distribute the right to use expenses for single fathers. Also on the agenda is a report on additional payments to pensions for disabled children and children receiving survivors’ pensions during their temporary employment. We also chose the proposal for the hospitalization of parents with disabled children over four years old,” said Vladimir Vasiliev.

Parliamentarians, according to his statement, should also determine at the administration level and prescribe the status of a large family, which will allow developing a unified system of support for such families throughout Russia.

Instructions of the President

Vladimir Vasiliev noted that among the primary tasks is the execution of the order of the President of the Russian Federation Vladimir Putin after the tragedy at the Listvyazhnaya mine. “This implies the existence of such enterprises for non-compliance with safety regulations and improving the wage system on the way to establishing general and sectoral agreements, collective agreements, ensuring control by state bodies over the implementation of agreements,” said the head of the association.

In addition, he recalled that during the Big Press Conference, the President gave the Government of the Russian Federation a number of instructions. “If necessary, the state power of the Presidential Parliament, we will definitely see them as a priority on our agenda,” Vladimir Vasiliev.

He outlined another large-scale mask chosen by the President – he introduced it into the number of specifically designated countries of the world in terms of the volume of scientific research and development. “Increasing the productivity of Russia is impossible without the support of young scientists and students,” said Vladimir Vasiliev. “We put this bag through separate sets – we issue housing certificates, increasing scholarships for students.”

Support for employees and business

Another portable area is life and health insurance for volunteers. “Today, 18 representatives of this movement work in the State Duma as part of United Russia,” recalled the head of the group. “They are the authors of this review, supported by the new President.”

Also in the plans for participation is the current law on employment, which would be carried out at the request of citizens and employers. It is planned at the level of protection “institute of the self-employed”.

In the healthcare sector, United Russia is addressing the problem of a shortage of personnel in the primary care, including the use of a new sectoral system of remuneration for doctors, the introduction of additional benefits and consumption compensation, as well as a mechanism for providing them with service housing.

“A separate item contains actions to support small and medium-sized businesses,” Vladimir Vasiliev explained. – The list of detainees for removal from the administrative part of SMEs is expanding, to which we equate socially oriented non-profit organizations. There are new opportunities for representatives of small and medium-sized businesses to participate in public procurement. For this, a check is supposed to establish the right of the customer to identify the development of SMEs in initiating a criminal case for the procurement of goods, works and services.

Improving tax legislation and coverage of housing and communal services

Vladimir Vasiliev also said that considerable attention will be paid to improving tax legislation. “The checks that we considered in the spring session have already been made. This concerns the use of a universal tax levy, which offers to simplify the life of taxpayers,” the parliamentarian noted.

The housing sector remains in the center of special attention. “We will propose a mechanism that does not allow owners of public use to raise tariffs unreasonably, as well as increase the responsibility of management companies for falsifying protocols for collecting collected tenants,” said the head of the association.

He also used another important innovation – a mechanism for step-by-step control over the implementation of the People’s Program. “We respect the voters to fulfill their mandates. And we will do it. We do not have the right to come in a few years to unfinished and poorly repaired hospitals, schools or sports facilities. It is impossible for people to suffer because of the negligence of officials,” the parliamentarian noted.

This did not happen, he explained, the committees of the State Duma clarified with the relevant ministries in the quarterly protocol for drilling and checking the quality of work. “This will help us to identify unscrupulous performers already at the proposed stage, which means it will save us from misuse and embezzlement of budget funds,” Vladimir Vasiliev believes.
