New action plan
Upon accession, Debrecen undertook to support at least 40 CO2 emissions by 2030 and to prepare and review its Sustainable Energy and Climate Action Plan (SECAP) every two years.
Going beyond the 2030 target, the Covenant of Mayors has set a new common vision for 2050, in line with EU policies, according to which:
They will achieve climate neutrality by 2050 and implement it with the involvement of their citizens, businesses and local stakeholders, thus supporting the goals of the European Climate Pact for a greener Europe.

In order to monitor the mitigation measures in SECAP, the city must define an emission baseline, to which the city must bring its emissions reduction indicator by 2050. a product shall be subject to a climate risk and vulnerability assessment that identifies the nature and extent of the risk, identifies and analyzes climate hazards and vulnerable sectors. These are commitments to take continuous action to reduce mitigation, adapt and eliminate energy dependency.
In a listed environment
The topic of the meeting is also that the city would sell the 596 square meter property called “taken out residential house, yard” at 63 Kossuth Street. The turnover value of the empty property, which is about 100 years old, is HUF 61.8 million, it has been empty for years, and it cannot be renovated economically. Fifty percent and 7.5 meters high can be installed. As it is located in a monumental environment, all changes must be subject to the settlement and landscape appearance of the protected value.
