Russia will develop a CO2 pricing system during an experiment on Sakhalin – Economy and business
YUZHNO-SAKHALINSK, September 28. / TASS /. Russia will work out a pricing system for greenhouse gas emissions during the implementation of greenhouse gas emissions in the Sakhalin Oblast. This was stated by the head of the Ministry of Economic Development of the Russian Federation Maxim Reshetnikov, speaking at the forum “Oil and Gas of Sakhalin 2021”.
“It is very important that we will eventually launch our CO pricing system based on this experiment.2… And here we have to go the way through which we have been going for 20 years. – We have to go through all these questions in the Sakhalin experiment. “
According to him, the Russian authorities have a difficult dialogue about whether there will be pricing for CO emissions2 in Russia. “The limit, as in the European system of quotas trading, when 85% of quotas are free and only 15% of quotas go to the market and due to them the highest price we hear about – 50 euros, 55 euros, the latest data – 63 euros per ton of CO2… How do we go about the average pricing system, because even if we divide 50-60 € by the total [выбросов], we get € 5-7 per ton of CO2, and these are completely different numbers, and they will have a completely different effect on the economy, “the minister explained.
In addition, the Sakhalin experiment will discuss the system and methodology for allocating CO quotas.2… “What to take as a basis: historical principles of distribution or take the best world benchmarks?” to decide, to solve this system, – Reshetnikov.
The head of the Ministry of Economic Development notes that the fiscal burden during the implementation of climate projects should not increase. “Our task is to make the climate projects market work,” the minister summed up.
About the Sakhalin project
In January, the Russian government approved a roadmap for the implementation of an experiment on the territory of the Sakhalin Region, according to which it is planned to create a system of carbon units for the first time in Russia. According to the document, an inventory of greenhouse gas emissions will be carried out at the level, and broader mandatory carbon reporting will be established.
