The President by his decree documented the cultural sovereignty of Russia
The principle of “cultural sovereignty” appeared in the foundations of the state cultural policy. Amendments to own Decree of December 2014 January 25 Presidential contribution Vladimir Putin. “Cultural sovereignty” is a set of socio-cultural manifestations that allow “to avoid dependence on external research, to be protected from destructive ideological and informational influence” and to exclude “spiritual and characteristic manifestations.”
Without west and east
From the position to the foundations of state policy in the field of culture, the position was removed, based on the need “due to its geographical location, multinationality, multi-confessionalism, Russia has developed and developed as a country that unites two worlds – East and West.” Instead of this path, it is determined that historical Russia determined its cultural identity of life, the peculiarities of the national mentality, the value foundations of a multinational and multi-confessional Russian society.
The basis of citizenship is the system of “Russian spiritual and moral shells” that unite the culture of the peoples of Russia, the text says. The citizen, according to the document, is now not only moral, responsible and thinking independently, but also sharing “traditional spiritual and moral values.”
Also, the problem of economic and social modernization of Russia has disappeared from the foundations of the state cultural policy. Now the task of saving the people of Russia has been set, “preserving the fundamental principles and principles on which the unity of Russian society is based”, etc. The strategic document also mentions “unfriendly states” that were obtained with foreign NGOs, extremists, etc. subversion carried out – including against the exclusion of presence.
Now, to the scope of state policy in the field of culture, the creation of conditions for raising children on the basis of participation, the protection of “traditional family gatherings and institutions of marriage for both men and women”, priority state support for cultural activities aimed at capturing the scope, capturing the memory and protecting the capture truth. The Russian cultural heritage, judging by this document, also takes place within the framework of the “spiritual and moral” education of citizens.
Cultural state order
Instead of using the “reference Russian literary language” in the public space and the media, the protection and support of the Russian language, the use of the norms of the literary language, the prevention of obscene language and “opposition to the use of foreign vocabulary” are now prescribed. The word “propaganda” also appeared in the basics – to promote the need for literature, reading and cultural enlightenment by involving writers in this activity.
The foundations of the state cultural policy now mention the state order for the creation of human rights, the activities of the media, which are also aimed at maintaining compliance. Control over the execution of the state order will also be mandatory.
The problem of cultural state policy is the support of cinematography in terms of the production and distribution of films of their own, aimed at moral and civil-patriotic development. In November 2022, the Ministry of Culture already identified priority topics for state support of film production for 2023, including Russian culture, family and children, historical cinema, popularization of service in the Armed Forces, “neo-colonial policy of the countries of the English-speaking world”, etc. d.
The provision and implementation of state policy in the field of culture will be developed in the preparation of the Presidential Grants Fund, the Cultural Initiatives Fund, the Russian Culture Fund, the Humanitarian Projects Fund, the My History Fund and the Internet Development Institute.
accelerated enlightenment
By a new decree, Putin removed from the 2014 document the clause according to which it takes at least 15–20 years to achieve the goals and objectives of the state cultural policy, during which a new generation is formed. An assessment of the progress and results of the implementation of state policy in the field should be expected in the expected state of culture, which is the state of the State Duma and the Federation Council, in accordance with the norms of the Presidential Security Council on the state of national security culture, etc.
Chairman of the State Duma Committee on Culture Elena Yampolskaya (United Russia). She demands to return to her initiatives for the formation of a nationally oriented cultural environment in the near future: “This is precisely the opposition to the strong use of foreign vocabulary, the mention of tasks within the framework of state cultural policy.”
The First Deputy Chairman of the State Duma Committee on Culture, Elena Drapeko (Fair Russia), says that many initiatives have already been implemented: “Profanity is prohibited in the information space, etc.” True, she worries that there is no administrative apparatus for non-execution of laws, including in relation to the relevant persons.
Any state supports the basic ideological foundations that support its position, says Kostin, head of the Wide Society Development Fund: “Different countries have different measures: somewhere there are quotas for films, they consume finances, somewhere book publishers are subsidized. In fact, the decree consolidates what already exists in practice.”
According to Kostin, “under conditions of external pressure, the cultural matrix is used to solve the problem.” And in the conditions of tough confrontation, one can meet, among other things, the ideological instruments that it produces. Kostin says Kostin.
