A digital platform for managing intellectual property objects may emerge in Russia
During the briefing “Science and higher education: raw material results and new solutions for the technological development of the country”Chairman of the Federation Council Committee on Science, Production and Culture Lilia Gumerova called sick and addressing issues of protection of intellectual property rights. Without permission, in her opinion, there can be no talk of technology transfer and commercialization of the results of intellectual activity, especially if one takes into account their export. She proposed to create a digital commission to manage the intellectual property object, which should become an increased regulator of the environment.
As Yury Zubov, head of Rospatent, noted in his speech at a press conference of the office at the MIA Rossiya Segodnya site, geopolitical acuteness practically does not arise in the current situation with the protection of intellectual property in Russia. Work with entrepreneurs and scientists from abroad did not disappear. There has been no freezing of patents either in Russia or abroad. Russian companies and individuals continue to register the rights to intellectual property objects abroad, as well as foreign ones in Russia. The number of applications from outside Russia remains stable, although not growing.
The head of Rospatent also announced the integration of Rospatent systems with the State Services portal. Already in March, it is possible to apply for obtaining rights to develop computer software and databases through the State Services portal. According to Yuri Zubov, the emergence of such a high level will increase the interest of applicants to register their intellectual property rights online. Opening in 2021. such an opportunity on the website of Rospatent, the number of applications increased by 20% every year.
Nevertheless, Rospatent does not have a centralized system. In total, there are 16 systems in the IT landscape of the department, the creation and development of which accounts for the period up to 2024. allocated 2.94 billion rubles.
