Safety in Lyon and in the metropolis in 2022, what assessment?

The prefect of the Rhône and the public prosecutor of Lyon jointly presented the results in terms of safety in the department and the metropolis of Lyon for the year 2022.
“We followed the right method”. Pascal Mailhos, prefect of the Rhône, sketches a small smile of satisfaction. For his latest assessment in terms of security – he will soon be leaving to join the Elysée Palace as national coordinator for intelligence and the fight against terrorism, replaced by Fabienne Buccio -, them “the results are significant”.
And to shell out the figures: – 25% of violence in public transport (and even -37% since September), – 11% of With violence-19% off rodeos (185 procedures).
In terms of the fight against drogue, the seizure figures are also significant: 8.4 tonnes of cannabis, 146.6 kilos of cocaine, 140 kilos of heroin, 12.6 million euros. And to add a 9% drop in deal points and 1,237 arrested traffickers (against 914 in 2021, +35%).
Delinquency: the numbers on the rise
If, in general, delinquency is falling in the Rhône and the metropolis of Lyon, an upward trend stands out for domestic violence (+11%) – including feminicides (5 in 2022 against 2 in 2021) -, vehicle theft (+9%), and less burglaries (+17%), with nevertheless for the latter, a change in the trend over the month of December (-14%).

For this last safety report of the prefect Pascal Mailhos, Nicolas Jacquet, public prosecutor of Lyon, was at his side to testify to the “extremely fluid work” carried out with the prefecture for four years.
In terms of security, the “July 24 method”
Both welcomed the strategy decided on a year and a half ago when coming out of confinement, due to the “July 24 method”, and implemented with the six main municipalities of the metropolis (the most plagued also by the problems delinquency), namely Lyon, Villeurbanne, Vénissieux, Vaulx-en-Velin, Bron and Rillieux-la-Pape.
The idea is simple: set up if these territories “particularly fine strategy, at an extremely sustained pace in these territories (…), methodical and coherent action”. This method covers two areas: upstream, the coordination of mechanisms to fight against crime and, downstream, the territorialization of the penal response.

In concrete terms, the mayors of the six towns, the prosecutor, the prefect and the security forces meet every two months to draw up a “territorial diagnosis” global and thematic so as to “adapting the penal response to the problems”.
“It is by this method that we have significantly dealt with the problems at the Guillotière, giving a blow to drug dealers, lowering the actions of radical groups” welcomed the prefect of the Rhône. And the prosecutor to continue on the “public tranquility protocol” which deals with incivility, “these behaviors that weigh on the well-living together”.

In concrete terms, this took the form of a reinforcement of the presence of patrols on public roads, which was able to see the light of day thanks to the arrival of nearly 300 police officers in the Lyon area, a second mobile surveillance unit, and the forthcoming creation of an additional CRS unit.
A field effect is also not happy with the public prosecutor of Lyon, who explains that he has “reinforced the judicial means on the ground precisely”. Thus, the rate of proceedings initiated by the police has increased by +35%.
This “July 24 method”, “genuine specificity of Lyon”should certainly be extended to other cities in the metropolis of Lyon.
