D0: road circuit around Prague
In connection with the mentioned section of SOKP 511 of the future D0 highway, or the connected part of the Prague ring road, where construction is tentatively planned for 2024-2027, the Ministry of Transport informed six months ago that it had succeeded in obtaining a valid zoning decision
and the purchase of land can begin.
Now, according to Borecký’s information, 85 percent of the land has already been purchased, construction preparation continues according to plan, and the ŘSD expects to submit an application for a building permit this June. The tender documentation for the construction should be prepared in concept in June of this year – and ready in September, Borecký reminded.

The selection process for the contractor should start in September. In the spring of 2024, the ŘSD wants to have a company selected so that construction can begin.
Preparations for the construction of other sections of the circuit are also underway. According to current plans, it should be possible to obtain an EIA (environmental impact assessment) opinion this year for SOKP sections 518 (Ruzyně–Suchdol) and 519 (Suchdol–Březiněves); in 2024, the same should happen for section 520 (Březiněves–Satalice; connecting the D8 and D10 highways).
“There are plans to deepen these sections and extend the tunnels. An architectural competition will be announced for the bridge over the Vltava river,” Borecký explained what was heard at the meeting with Minister Kupka. “Stage 520 aims to state the tunnel option,” which confirms earlier information: priority should be given to the tunnel, albeit more expensive, solution.
Main moves following the circuit
The completion of the Prague ring road is followed by other constructions on first and second class roads. Among other things, the I/12 interchange beyond Prague (roughly Běchovice–Úvaly) avoiding the diversion to the south of Běchovice, Újezd nad Lesy and Úvaly, the preparation of which is delayed by about half a year compared to the SOKP 511 section.
This building now has a valid zoning decision – and the documentation for the building permit is currently being created. The purchase of land is to start already in February. This April, an application to change the zoning decision will be submitted – and an application for a building permit should be submitted at the end of this year.

Several important constructions on second-class roads are also being prepared. For the Úvaly–Říčany section on II/101, according to Borecký’s information, the application for a zoning decision was already submitted in August 2020; it is expected to be released this year.
And the Central Bohemian councilman, who until recently was the mayor of Úvaly, reminds that the center of attention is also the connecting section of road number 101 to the north of his residence: engineering work is being prepared on the Mstětice-Úvaly section.
In the “old Boleslav II/610” route, Borecký recalled the upcoming implementation of the Central Bohemian interchange, which should play out the road with the SOKP 520 stage. In the case of the II/240 (“Kralup direction” from Prague to the north), work is being done on all three stages. Here, Borecký summarizes the current situation in two sentences: “We are waiting for the publication of the regional principles of territorial development. Appeals against the issued zoning decisions are ongoing at the second and third stage.”
On the VRTky railway, there is also a line to Kladno
– The reconstruction of the Masaryk railway station in Prague is approaching – this May, the tender process for the construction contractor will be launched, and if the Railway Administration (SŽ) succeeds in completing the competition this year, the construction itself will begin, which will take approximately three years
– Výstaviště–Dejvice line: SŽ continues to plan implementation in 2025–2029; a tunnel should be built in the Dejvice–Veleslavín section, while the opinions of various authorities are still being obtained (and this March SŽ would like to submit requests to start the EIA process and to issue a zoning decision)
– With regard to complications in the other sections Veleslavín–Ruzyně Ruzyně (with a turn to Václav Havel Airport) and further to Kladno, the entire period may not be completed by December 2029; the deadline is crucial for the Central Bohemian Region and Prague, because due to the expiration of the ten-year contracts with Czech Railways, contracts for railway carriers will be competing again (and it would be a problem to compete for the planned large-capacity electric trains for 400 passengers for this line, which would then not be possible here operate)
– According to the current assumptions, the high-speed line from Prague to the east of the Polabí VRT (Běchovice–Poříčany section, where other sections will follow) should be completed by 2030; the EIA documentation is now being finalized and the updating of the Central Bohemian Region Territorial Development Principles is also pending discussion
– The high-speed line in the direction of Ústí nad Labem and Dresden, i.e. from Prague to the north, is also being prepared for Podřipsko (where the entire Central Bohemian region belongs) in cooperation with the association of municipalities.
