Russia pays only a part of the contribution to the budget of the Council of Europe for 2022
Russia pays contributions to the budgets of the Council of Europe (CE) only for the period of observation in the organization from January 1 to March 15, 2022. This is stated in the proposal of the President submitted to the Russian Federation by Vladimir Putin.
“In connection with the payment of membership fees to Russia in the Council of Europe, it was decided to pay compensation only for the period of observation in this organization <...> The total amount of the collection is about 5.7 million euros,” the document says.
As expected in the explanatory note to the draft, the amount of the Russian contribution to the budgets of the Council of Europe and its partial agreements for 2022 should be planned at about 33.7 million euros.
Earlier, the head of the professor of the Deputy Foreign Minister of the Russian Federation Alexander Grushko took the place of the representative when the parliament considered the issue of expanding the validity of international treaties of the CE in relation to the Russian Federation.
After the start of special operations in Ukraine, the Council of Europe on February 25, 2022 suspended the representation of the Russian Federation in the statutory bodies of the organization. On March 15, the Russian Foreign Ministry handed over to the Secretary General of the Council of Europe Maria Pejchinovich-Burich.
Withdrawal from the organization is also withdrawal from the European Court of Justice (ECtHR). The Foreign Ministry emphasizes that the Russian Federation is already implementing the practice of ECHR rulings, if they do not contradict the Constitution of the Russian Federation.
