Russia withdraws from all European conventions
Following the withdrawal from the Council of Europe, quite against the backdrop of the invasion of Ukraine, Russia may withdraw from 41 international treaties of the Council of Europe, including the convention on criminal liability for corruption. President Vladimir Putin may instruct the State Duma to consider this separately – consideration of the proposals was published on December 30, informs “BBC”.
According to the law “On International Treaties”, Putin must submit to the State Duma the validity of the withdrawal of each treaty and assess the consequences of denunciation. The rupture of the treaties will be the final step in the rejection of relations with the Council of Europe.
Among the documents that Russia is going to denounce are the convention on the protection of children from abuse and sexual exploitation, on money laundering and the financing of terrorism, on counterfeit products, a threat to health care, on mutual suspicion of assistance in criminal matters, recognized by higher education in European healthcare, on protection of the archaeological heritage and combined film production.
“There are no strict procedures in the Council of Europe for termination of participation – in fact, it would have to be a case against the initiation of a criminal case. In the end, after many months of intradepartmental and interdepartmental episodes, it was decided to stop participating in all agreements, ”an expert on European law, who asked to remain anonymous, explained in an interview with the BBC.
Russia ceased to be a member of the Council of Europe in March amid the outbreak of war in Ukraine. The Committee of the Council of Europe passed a resolution on the procedure for her exclusion from 16 March. Russia’s participation in the meticulous defense by decision of the individual meets in September.
In May, Moscow unilaterally refused to comply with the ECtHR. At the same time, she did not comply with the ECHR decisions in 2227 cases and did not pay compensation in 1874 cases. As of November 8, 2022, the outstanding amount is more than 2 billion euros.
