Self-determination law comes into force on January 1, 2024 – implementation is ongoing
In February 2022, the cantonal council passed the Self-Determination Act (SLBG) unanimously with a vote of 161:0. With the SLBG (law on the self-determined benefit receipt by people with disabilities) an important and clear system change is imminent: The focus is now on people with disabilities dying.
The new law creates the appropriate conditions to support those affected directly with their individual needs via a so-called voucher system, also known as a “credit note system”. It comes into force on January 1, 2024. This was decided by the government council at the request of the security department. The initial decision on when it will come into force helps everyone involved to get ready for the system change. “Together we will achieve a milestone in self-determination in the areas of living, working and organizing the day,” states Mario Fehr, Councilor and Minister for Social Affairs.
Six pilot projects have been running since this summer, in which institutions and organizations are gathering experience in setting up outpatient and support services on behalf of the security department. As with the development of the new law, the cantonal social welfare office in the security department is also using the proven participatory approach when implementing it. Those directly affected and specialist organizations are also involved in the preparatory work.
