San Marino. Libera’s reflection on the theme of disability
“On the occasion of the forthcoming celebrations of the National and International Days dedicated to the promotion and protection of people with disabilities, respectively on 2 and 3 December, LIBERA intends to bring to public attention some reflections in a responsible and constructive spirit”.
Thus writes the political party of San Marino, which continues: “We consider it necessary, if not urgent, to arrive at structural and adequate responses to the many requests for the improvement of quality and for respect for the dignity of hundreds, if not thousands, of people with disabilities and their families.
There are numerous points on which concrete and non-random elements are needed: the improvement of school inclusion by identifying, in particular, measures and opportunities in the post-school phase, from which a possible viaticum towards the world of work can also arise.
And again, we recall the implementation of the delegated decrees already provided for by the Framework Law, with reference primarily to the need to adequately regulate not only job placements, but to truly support employment and job retention in an inclusive and dignified way of work. Other crucial issues are already well indicated in the UN Convention on the Rights of Persons with Disabilities that are still waiting to be addressed and resolved: the fight against the segregation of persons with disabilities, more tools for their self-determination and independent life. Their legal protection, greater support for housing, help for family caregivers, access to public participation, the defense of women with disabilities from possible abuse and violence, a solution to age-old problems in the sporting field, the re-evaluation of pensions and carer’s allowances that no one ever talks about, yet the crisis grips them too.
The improvement of assistance and treatment by finally preparing a Nomenclator Handbook worthy of the name, the strengthening of the San Marino Commission for the implementation of the United Nations Convention CSD UN, reviewing its role, structure, responsibilities and strengthening its powers.
With regard to disability, the challenges are many and heterogeneous, ranging on many fronts and with each passing day they become more and more urgent: imagine a Dicastery to be reserved for disability as has been done in Italy, is that too much? Maybe… think instead of assigning a specific delegation to a Secretariat other than the one for Health? It is not distrust, mind you, but it is finally available with the Model that promotes the international treaty that San Marino signed in 2008.
In addition to this evidence, as many as five of the objectives of the UN 2030 Agenda for sustainable development, separated from purely clinical or medical issues, have been formulated with explicit references to people with disabilities.
And for all these reasons, in fact, we will support in the Great and General Council, when the time comes, the Arengo Instance which asks precisely to identify a departmental space, which will be a reference point for citizens and for the Administration, more centralized compared to the health and social care sector.
As we can see, it is a matter of getting involved in many aspects: we also experienced this in the past legislature. We are well aware that this implies a difficult and enormous work whose amount, however, will grow more and more if we continue to evade and procrastinate those answers that people with disabilities and their families will have to face for decades.
A serious politician cannot relieve himself of his responsibilities if their situation is not to worsen further. If we want to talk about relief, it is good to commit ourselves concretely and without hypocrisy.
For these reasons – he concludes -, LIBERA ensures not only citizens with disabilities, their families and the associations that represent them, but also the Government and the majority who support it of its contribution so that we can finally reach a turning point towards full inclusion of people with disabilities in San Marino”.
