Jean-Luc Moudenc pinned by the Defender of Rights
In the Pradettes district, the standoff between residents and the town hall continues. On June 24, residents and members of the association NATURES Pradettes (New agricultures in urban territory for solidarity gathering and emancipation) had posted posters “on a panel of free expression on the occasion of the coming of the mayor”, Jean-Luc Moudencat Les Pradettes.
After the departure of the chosen one, in the evening, they had “surprised a technical agent from Toulouse Métropole who was tearing down the posters”. The residents then questioned his department head about it. According to the latter, they acted “at the request of the district mayor” of Pradettes, explain the collectives in a joint press release.

The Toulouse collectives seize the Defender of Rights
Faced with an impasse, the Toulouse Human Rights League had sent a letter to the first city councilor of Toulouse on June 27, 2022. Its purpose was to “have explanations for this illegal act”. However, the association had not received a response from him. The League for Human and Human RightsNATURAL association therefore decided to enter the Advocate of rights.
The latter has just informed them that she had reminded the mayor that “the obligation to provide a site for free expression provided for by law has as its corollary the obligation to allow citizens and associations to freely express their opinions on all subjects, including on public projects under discussion”.
The Defender of Rights steps up
In her report, the Defender of Rights called to order Jean-Luc Moudenc. It informs “that messages posted on the free notice board can only be withdrawn for legitimate reasons linked in particular to the presence of information contrary to the law, under penalty of excessively infringing the freedom of ‘expression”.
He also recommended that the mayor “show particular vigilance in the future in order to avoid the repetition of such practices”. The two associations hope “that the message of the Advocate of rights addressed to the mayor of Toulouse will be sent to the mayor of the Pradettes district and that the latter will now comply with it”.
