United Russia and the Ministry of Education summed up the implementation of the school overhaul program in 2022 and discussed plans for 2023. According to the website of the party “United Russia”, the discussion was held within the framework of the videoconferencing.
At the request of the head of the Ministry of Education, Sergei Kravtsov, it is in the interests of the whole country to repair 1,100 schools. An additional 15 billion was also allocated for the repair of another 600 steps.
However, there are regions in which major repairs have not yet been completed – Kalmykia, Udmurtia and the Tula region. As Andrey Turchak, Secretary of the General Council of United Russia, later added, there are programs in other regions that are behind the achievement of indicators – the Trans-Baikal Territory, Kursk, Novosibirsk and Pskov applications.
“For each facility in the region, the attached deputies are working manually. We are in constant contact with the heads. I am sure that by the end of the year all work on the facility will be completed. And we need to individually understand the reasons for the delays,” Andrey Turchak said.

Turchak added that the plans for 2023 include overhaul of more than 1.5 thousand schools across the country, including in new territories. Funds have already been allocated for this in the federal budget.
“It is very important that the new representatives of the department are collecting applications for the next year, based on the school in need of repair. I am sure that the federal ministry and the leadership on these applications will promptly consider, support and accept for execution,” Andriy Turchak said.
If funds from the overhaul of the school are dropped, they will be directed to repairs in other schools. This is possible thanks to the initiative of United Russia, which proposed amendments to the budget code. So you can redirect those in need of help to schools according to the interests of the regions.
“From January 1, this opportunity will accelerate. But this is a right, not a duty. And this right will still have to be fought for. This is a big joint work that we will be doing,” Turchak said.
In turn, Sergey Kravtsov noted that the school’s overhaul program had become a popular one – both parents and children took part in it.
“The overhaul program is part of the people’s program of United Russia and has become a people’s program in the truest sense of the word. Because both parents and children participated in design projects and supervised the work in all areas. There are no such programs in any country in the world,” the minister said.
At the end of the discussion, the Secretary of the General Council proposed at the end of the year to listen to the reports of those regions that did not complete the overhaul work on time and in the “red zone of observation”.
“I propose to hear pointwise the head of the representatives, the secretariat of the United Russia branch. If you take colleagues from the “red zone” by the end of December, we will not invite them. And if they stay there, they will tell the whole country how they achieved such disappointing results. I am sure that with experience we will survive the next years – we will cope with the task set by the president. Without failures and violations of quality and schedules,” said Andriy Turchak.
As for the Ryazan region, according to Yelena Mitina, coordinator of the United Russia party project New School, a school was renovated in the hospital in the expected year. Of these, four are in Ryazan itself, and the rest are in other regions of the region.
“In 2023, it is planned to upgrade another 20 institutions in the region – in Shilovsky, Ukholovsky, Ryazansky, Miloslavsky, Zakharovsky, Saraevsky, Ryazhsky, Sasovsky, Klepikovsky districts, the city of Skopin. Also, 7 educational institutions were repaired in the regional center. The overhaul of the school includes the replacement of heating systems, water supply, electrical wiring, sewerage system, interior renovation, purchase of new furniture and equipment. The emphasis will also be made on the demand of anti-terrorist protection, establishing access to the environment, updating textbooks, manuals, and vocational training. The government of the Ryazan region is aimed at conducting a competitive selection for events to improve school education systems for 2024–2025. It includes 27 objects for 2024, and 23 objects for 2025,” Mitina said.
