Discussions between state and city about exact allocation
The city does not yet want to announce the exact number of people who will be allocated by the state of Hanover in the coming months. “Final talks on this between the state capital and the Ministry of the Interior are still pending,” says a spokeswoman. Regardless, it is clear that the city will accommodate large numbers of people.
The city is not only expecting more war refugees from Ukraine, but also from other countries. Experience has shown that the number of people fleeing war, persecution and misery increases in the winter months, according to the town hall. However, there is hardly any free capacity in the accommodation.

With an organizational and financial effort, the city created accommodation in the spring when the first people from the Ukraine came to Hanover. Camp beds were set up in exhibition halls, rooms were set up in empty buildings, for example in the former accident clinic on Marienstrasse, and hotel rooms and apartments were rented. The city has now given up the emergency accommodation in exhibition halls – now a reactivation is conceivable.
Emergency accommodation in exhibition halls again?
The city spokeswoman says they are currently working flat out to create more accommodation options. The establishment of new emergency shelters cannot be ruled out. According to reports, there is a discussion in the town hall about preparing the exhibition halls again as an initial reception camp. However, the city leadership wants to avoid showing school gymnasiums as emergency quarters as far as possible. She fears the resentment of schools and sports clubs.

It is also clear that all this costs a lot of money and puts a strain on the city coffers. The city took on 55 million euros in new debt this year in order to help the refugees and house them humanely. But the budget is already deep in the red. The expected record deficit of more than 230 million euros at the end of the year could now increase.
