What opportunities do certain parts of the country provide to the people living there? The answer to this question was sought in the Takarék Index, an analysis of the Takarék Jelzálogbank belonging to Magyar Bankholding in terms of education, healthcare, crime, the labor market, shopping opportunities and the affordability of residential properties. Among the most livable districts, after Budapest, along with Pilisvörösvár and Érd, the more distant agglomeration Tata district also entered the top ten, but the biggest surprise was that the Pilisvörösvár district finished in first place on the two famous crime lists.
The districts at the top of the total show a mixed picture
The areas at the top of the livability ranking of the neighborhoods achieved exceptionally high values for some indicators on the scale of 100, on which the values were determined by the experts for the location providing the best settings. In others, however, they are only placed in the middle field or even towards the end of the list. Pilisvörösvár and its surroundings and Veszprém and its surroundings follow Budapest at the beginning of the total. The country’s most livable districts are located in the northwest and southeast, and Budapest and its surroundings, as well as most of the county seats, stand out. Education
The analysts determined the evaluation of the districts based on several indicators, including the number of kindergarten places in relation to the number of preschool-aged population, the average of eighth-grade math and reading comprehension scores, and the number of high school classes in the given area. However, the individual areas were not given the same weight because, in contrast to kindergartens and elementary schools, in the case of secondary schools there is more movement between grades. Therefore, the former two are included in the index with a weight of 40-40, and the latter with 20 percent.

Budapest is the first
Budapest is still first in the educational ranking. In the second and third places, however, there was a change of place compared to the 2021 total, the district of Veszprém ahead of Győr. The districts of Orosházi, Debreceni, Kiskunhalas and Kapuvári have newly entered the top ten, of which the latter was already in the top twenty last year. The area around the leading county seats and larger cities is characterized by high primary school competence scores and outstanding kindergarten provision, but the availability of secondary schools varies
Healthcare, the capital stands out
The health indicator was compiled based on the ratio of the number of family doctors to the adult population, the number of family pediatricians to children, the number of hospital beds in proportion to the population, and the number of pharmacies in a given area, with weights of 30-30 and 20-20 percent, respectively. Budapest leads the list by a large margin, the second-placed Gyula district is second with 79.5 points. From this point on, however, there are no significant differences in the lead, the third district of Pécs has 77.2 points.
Crime, the district of Pilisvörösvár came out on top
When compiling the ranking, the analysts used crime as a basis for the priority crimes committed in the given area in proportion to the population. The Pilisvörösvár district at the top of the list was still third last year, while Mórahalom and its surroundings, which are in second place, are not even in the top ten. In the 2021 total, the first Móri district slipped back to 10th place. Last year, Budapest was one of the worst, last place, but this year it is already ahead of several districts, ranking 162. Most of the safest districts are located in the southeastern and western parts of the country, and the lowest current ones are in the northeastern Hungarian areas.
Shopping opportunities – The capital city and its surroundings, as well as Lake Balaton and its surroundings, have a significant advantage
Shopping opportunities are an important factor in livability. This indicator was determined by analysts based on the number of shops per unit area. Budapest continues to lead toweringly. Dunakeszi took second place. In terms of shopping opportunities, larger cities and their neighborhoods perform better, while smaller settlements are cheaper.
Labor market – Budapest has dropped out of the top three, Budakeszi, Dunakeszi and Pilisvörösvár are at the top
When compiling this indicator, the experts took into account the net income per capita and the number of job seekers in proportion to the population. The districts with ten awards remained the same as in 2021, but a reorganization took place. A significant change compared to last year is that Budapest dropped from first to sixth place. The first this year is Budakeszi and its surroundings, followed by Dunakeszi and Pilisvörösvár districts in second and third place. The capital was also preceded by Érd and its surroundings, as well as the Győr district. The top ten also includes the districts of Szentendre, Gödöllő, Csornai and Vecsés. In terms of the labor market indicator, the dominance of Budapest and its surroundings is still typical, the exceptions being the districts of Győr and Csornai.
Budapest and the western part of the country offer better options
Overall, Budapest and the western part of the country scored higher than the rest of the country in several sub-areas: education, culture, shopping opportunities and the labor market index are more favorable in the affected areas. Due to crime, the differences are greater, often the indicators of better-performing districts in the rest were higher, the crime rate was higher, and there are safer and least safe districts in both the western and eastern parts of the country, the experts concluded.
Rising prices
It is much easier to find an apartment in the districts of the eastern part of the country than in the capital or in Western Hungary. This is due to the fact that it offers better labor market opportunities, which is why more people want to live in the more popular districts, and this leads to an increase in prices through the increase in demand for apartments. Larger cities, county seats, and their neighborhoods generally perform better on cheaper affordability ratings—both on the livability index and on most sub-indices.
