In the Republic of Moldova, you might be led to believe that they will be legalized, and some parents might take their children to work.
Stimulating the creation of nurseries is one of the objectives of the “Family” program, the package of government measures, aimed at supporting children and families with children in the Republic of Moldova. According to the Minister of Labor and Social Protection, Marcel Spatari, the Government wants to subsidize and legalize family nurseries, where a maximum of five children can be cared for. At the same time, the possibility of setting up some jobs for parents, where it is special to be able to leave the children, is being analyzed.
“An aspect of the Family program is the stimulation of the creation of nurseries. We propose to subsidize and create a regulatory framework for family-type nurseries, where up to five children will be cared for by nannies who will be certified and who will ensure the supervision and security of the child”, said Marcel Spatari, in within the show “Punctul pe Azi” from TVR Moldova.
These mini nurseries could be created next year, according to a regulation developed by the Ministry of Labor and Social Protection.
At the same time, certain tax facilities could be introduced for the payment of a premium intended for child care.
“Together with the Ministry of Finance, we are identifying resources so that we can subsidize the activity of these mini nurseries, because it is an economic activity, it is important for people to mobilize, to open such nurseries and for their activity to be sustainable.
We are discussing the introduction of tax breaks for the payment of a premium to go towards the payment of childcare services, to pay for nurseries, for example, so that employers can provide financial support to young parents so that they can cover the cost of private childcare services. and early education of preschool children,” explained the minister.
Also, within some companies, places could be set up where employees can leave children under the supervision of a qualified person.
“It’s about specially arranged places at employers for child supervision, especially during working hours, so that parents can come with their children and leave them in a safe, specially arranged place, where they can be protected from people. There is a need for more specific regulations that allow employers to know what they have to do and what standards they must comply with”, specified Spatari.
“Another mechanism is these mini-nurseries at the home of the nanny or childcare provider. They exist in several developed countries, such as Germany, the USA. We also have the support of UN supporters, who help us write these laws and regulations”, stated the Minister of Labor and Social Protection.
The law could be submitted to Parliament in October.
According to the minister, the existing nurseries in our country would cover only 15% of the number of children, and if only half of the children attended the nurseries, they would only be enough for a third of the requests.
“It is important to ensure a funding fund to help people open such services. There are such services, but they are not regulated, they are not official, we don’t want to regulate them, to give them an incentive to have funding and to make sure that those children are safe”, pointed out Marcel Spatari.
TV8.md reminds that on September 21, the Ministry of Labor and Social Protection launched the “Family” program.
Thus, as of October 1, 2022, all children up to 2 years of age will receive a monthly allowance of 1,000 lei, regardless of whether the parents are insured or uninsured. This allowance will be paid additionally for insured persons and increased from 740 to 1,000 lei for uninsured persons.
The monthly support allowance for raising twins or more children born from a single pregnancy is also increased from 370 to 500 lei. At the same time, from January 1, 2023, the single allowance granted upon the birth of the child will increase by 864 lei, from 1,006 to 10,932 lei.
The government also proposes measures to prevent the separation of children from their parents. In this sense, thanks to the financial support of international organizations, from this September, about 25,000 beneficiaries will receive financial aid in the amount of up to 4,000 lei, paid for ensuring the appropriate conditions for raising the child, the care and treatment of the sick child, the prevention of any risk situations, which could cause children to be separated from their parents. The financial aid will be granted in the period 2022 – September 2023 through September of the territorial social assistance structures.
In addition, the Executive has allocated almost one billion lei from the state budget to grant a one-time aid of 1,500 lei to children with disabilities and other beneficiaries of state social allowances, as well as people who receive or pension less than 5,000 lei . The measure is valid from October 1st.
The “Family” program also supports mothers, who return to work earlier. One of the measures is the inclusion of child care allowance payment options in the amount of 90% of the income until the child is 1 year and 2 months old. Flexible work schedules have also been introduced, which will allow parents to negotiate working hours and set a schedule that allows them to be both active and involved in raising their children.
Also from September 1, it is possible to share childcare leave between spouses, and the period during which fathers can request the 14-day paternity leave has been reduced from 56 days to 12 months.
Also, the monthly allowance for 1,056 children who are placed in the social service of professional parental assistance and in family-type homes was increased to 2,074 lei.
Between September 2022 and September 2023, 900 new personal assistants will be employed, who will take care of children with severe disabilities, and 42 specialists in the field of child protection within the territorial social assistance structure.
Professional parental assistants, parent-educators, specialists in the field of protecting the rights of children and families at risk, as well as structural territorial social assistance staff involved in the management of the refugee crisis will benefit from a monthly financial support of 1,000 lei.
