On Monday, the stage of nominating decisions to the parliamentary assemblies of the regions and city dumas for the election of centers, the elections of which are held on September 11, ends. At the upcoming level of competition, ten people at the municipal level are an outlier. In keeping with tradition, based on the pool of United Russia (ER) nominees, it has been calculated that three-quarters of its persecution comes from entry, and almost one in three is from small and medium-sized businesses. Thus, the choice of United Russia causes an inter-elite coalition and repeats the stereotype about the nomenclature nature of the sample, experts say.
On August 1, the indictment of the deputies of the Omsk City Council ends. In other parliaments, this procedure ended on 27 July. According to the Central Election Commission of the Russian Federation, as of July 28, for 304 orders to plan the fight, 2.98 thousand documents, and for 383 municipal ones – 3.41 thousand rubles. We remind you that elections of legislative assemblies in September will be held in six districts (North Ossetia, Udmurtia, Krasnodar Territory, Penza, Saratov and Sakhalin Regions), and the City Duma – in 12 representations of the capitals (Gorno-Altaisk, Cherkessk, Kyzyl, Barnaul, Petropavlovsk-Kamchatsky, Vladivostok , Kirov, Kursk, Omsk, Pskov, Tver and Yaroslavl).
At an observable level, five parliamentary parties took part in all six campaigns, and almost everywhere their lists are already registered.
Only the “New People” in North Ossetia, where the parliament is elected according to a proportional scheme, are refused to certify the party list: due to complaints about the documents, the election commission of the republic excluded 17 out of 85 people from it, after which the number of nominees fell below the minimum required by law (70 percent) . The Supreme Court of North Ossetia sided with the election commission.
Also failed to complete the lists of “Communists of Russia” in North Ossetia and “Yabloko” in the Sakhalin region. Among the non-parliamentary parties, Rodina actively participated in the parliamentary campaign (they did not put forward persecution only in the Penza region) and Communists of Russia (in the Penza region and the Krasnodar Territory). The Party of Pensioners put forward lists in Udmurtia, the Penza region and Sakhalin, Yabloko – in Sakhalin and the Saratov region. The participation of other parties – the Civic Platform, the Party of Cause, the Green Alternative and the Russian Party of Freedom and Justice – is episodic.
As for the elections to the city dumas, here the parliamentary opposition is excited with United Russia in all representations, with the exception of the tables of Gorno-Altai, Circassian and Petropavlovsk-Kamchatsky – there were no investigations “New people” were put forward. Also active at the city level are the Party of Pensioners, which has put forward efforts in nine cities, and the Communists of Russia in six.
As Kommersant was told in EP, out of 1.2 thousand, 64% of them are ordinary parties, 27% are non-party, and another 9% are exports.
The gender ratio is 70% to 30% among men. 25% are a consequence of the execution by the deputies, and 75% – the initiation of proceedings in the elections. About a quarter of the nominees are young people under the age of 35 (the United Russia believes that the growth in the representation of young people is a high party personnel project “Politstartap”). 31% represent small and medium-sized businesses, 28% work in education, science and culture, 14% in state and municipal administration, 6% in health care, supervised by the United Russia.
Sergei Perminov, Deputy Secretary of the General Council of the United Russia, explained to Kommersant that a significant proportion of deputies who retain a higher inclination will be few, since more exposure is put forward than convictions are played out. He considers it obvious: “We form our line of effects through the primaries. So it’s not our decision, that’s how people got out. Many deputies simply won the primaries, while others did not run.” In a high percentage of entrepreneurs, Mr. Perminov sees a request in society for consideration, able to take responsibility and achieve results. “It is also logical that cultural and educational figures are in second place. These assessments lead to a large number of empathic contacts. This is what people value”, — international association of Russia. In his opinion, based on the results of the nomination, one can say that the speakers of legislative assemblies will be replaced in the Saratov region and North Ossetia, and the chairmen of the city duma in Pskov, Yaroslavl, Petropavlovsk-Kamchatsky and Cherkessk. Speakers are not included in the list of consequences.
Mikhail Vinogradov, president of the Petersburg Politics Foundation, believes that the United Russia’s final list embodies its essence as a “coalition of various elite groups.”
“Businessmen in the regions are precisely this elite. A large number of them in the list allows leveling intra-elite conflicts. The high proportion of representatives of education and culture reminds us that public sector employees are the United Russia’s personnel reserve. The composition of the draft law, but in 2022 this is logical: the authorities must show that everything is going according to plan, ”the political scientist sums up.
An expert in the field of applicable politics, Vitaly Ivanov, believes that the share of representatives of deputies in the list of United Russia has the right to exist different. “Firstly, the leadership of the party is supplemented with updated ranks and notifies attention about this, trying to refute the common negative ideas about United Russia — that this is, they say, a closed elite party, a “new nomenklatura”, etc. And secondly, there are situational reasons : some deputies get sick with anti-rating, and they are dumped, as they are evaluated, someone is disappointed in politics, someone changes career priorities. And somewhere, they just need a change of mayors or governors, and the new leaders of the executive branch represent their representatives in the deputy corps,” Mr. Ivanov explains.
