South Ossetia suspended accession to Russia
Alan Gagloev, elected president of South Ossetia in May, suspended the decree of the former head of the republic in the government for the July 17 referendum, which was to discuss the issue of joining the republic to Russia.
“It is being carried out without delay with consultations on all issues related to the integration of the Republic of South Ossetia and the Russian Federation,” the text of the decree says, with the text of which Vedomosti is being studied.
Until the end of the validity of the decree on holding a referendum is suspended. The deadline is not set by the document.
In addition, the decree provides for the composition of the delegation that will conduct consultations, in the near future Gagloev himself will enter, as well as the speaker of parliament Alan Tatdaev, the chairman of the Supreme Court of South Ossetia Emilia Gagiev and others. Who can participate in the negotiations from the Russian side without visiting.

The text of Gagloev’s decree also clarifies that the suspension of the decision to apply the referendum is dictated by “the recognition of the inadmissibility of unilateral decisions of the referendum on issues that limit the legitimate rights and interests of the Russian Federation.”
On the eve of the first round of elections in South Ossetia, Anatoly Bibilov, who was at that time the president of the republic, announced his intention to initiate a referendum on joining Russia. Together he registered an initiative group and collected a certain number of subscriptions.
Dmitry Peskov, spokesman for Russian President Vladimir Putin, then said that Moscow would respect the elections of the Ossetian people, but unequivocally supported the initiative, which was not expressed by either Vladimir Putin or the Russian Foreign Ministry.
In the second round on May 8, Bibilov assessed the elections, but before the inauguration, Gagloyeva managed to sign decrees on holding a referendum.
On May 10, Gagloev told Vedomosti that he was ready to consult with Russia on the issue of the referendum, but taking into account the need to “not complicate the situation” for Moscow.
“The reunification of the divided people on the territory of Russia remains on the agenda of any policy, any president [Южной Осетии]the solution of this issue, cases of occurrence should be agreed with Moscow, ”he met.
Alexei Chadayev, director of the Institute for the Development of Parliamentarism, believes that Russia is currently not interested in speeding up the process of joining the Republic, since this could aggravate the situation, including with Georgia.
