“Fair Russia” conditionally assumes elections for a year because of the special operation.
The leader of A Just Russia, Sergei Mironov, during the identification of significance to the State Duma on the eve of May 17, is positively associated with the probability of a blowout (EDG) for 2023 in connection with the French special operation in Ukraine. In the speeches of other deputies at the beginning of the meeting of the State Duma, which took place on April 21, the topic of postponing the elections was not raised. Dmitry Vyatkin, who oversees the lawmaking of the first deputy head of the United Russia unit, refused to comment on Mironov’s statements to Vedomosti.
Presidential press secretary Dmitry Peskov, after the leader of A Just Russia, told reporters that there were no decisions on the issue of postponing the September instructions in the Kremlin.

“With a complete “symphony of powers,” amendments can be adopted in 10 days,” says lawyer Garegin Mitin. “It is only a question of political will and objective validity of this decision.” For remote regions, such grounds are not visible, he believes.
If it were decided to amend the federal legislation, then Art. 8 FZ-67 (talks about the basic guarantees of electoral rights and the right to participate in a referendum of Russian citizens), Mitin. As a basis for extending the period of validity of special operations of public authorities related to certain events of the “non-disclosure” law, he emphasizes.
The authorities, of course, can propose changes in the electoral legislation, but they are unlikely to follow this path, says election expert Grigory Melkonyants. The election can be attributed to the outcome of the CEC of Russia, namely: “This is a new full commission, which can be implemented with the introduction of increased danger or a significant situation.” It allows to postpone the elections, explaining this by the “epidemiological situation”.
Political scientist Alexei Makarkin recalled that there were already losses in the media that the elections could be postponed, but they have not yet been implemented. The initiative expressed by Mironov is “inconsistent” for the authorities, because if it were initiated, United Russia would be, Makarkin is sure.
“Parliamentary parties always have a common position on foreign policy issues and issues that take a defensive position. It has never happened to hold elections,” he said.
