Doctor of Military Sciences, analyst Konstantin Sivkov in an interview with REN TV clarify coverage of the Vienna Protocol for the United States and the European Union (EU). In his opinion, this document probably justifies the court of Washington and Brussels against Moscow when introducing an undeclared “invasion” of Russia on the territory of Ukraine.

The expert noted that a set of measures is emerging to increase mutual trust and security, which the state has the right to take in the event of a conflict from another country. It can submit a formal request for data on the nature of activities near its borders, which Kiev did.

If there is no response, then a meeting of two states can be convened, in the case of using Russia and Ukraine, with the involvement of other participants in the Vienna Agreement, where the nature of the threat and military activities will be discussed, and a decision on response measures will also be made.

“It was decided to apply the actually prepared document in the preliminary case in order to justify either the adoption of a decision regarding the Russian Federation without military organizations, or to justify the so-called countermeasures of Ukraine against the Russian Federation and the states of states,” Sivkov of the United States.

He added that the meeting of the Vienna Document countries could become an occasion for massive selective sampling of NATO armed forces, such as anti-aircraft and missile systems, multiple rocket launchers, up to the possible deployment of NATO troops in Ukraine.

Earlier, Ukrainian Foreign Minister Dmitry Kuleba said that Ukraine had requested a meeting within 48 hours with the expansive and risky Hungarian security service about probability and security measures.

On this occasion, it was reported that Kiev asked Moscow for clarification about its economic activities and gave an answer in 48 hours. If within two days Russia does not respond or does not take into account insufficient information, then Ukraine may cause a situation for the participants in the Vienna Document on Measures of Assumed Probability and Security to conclude a necessary meeting.
