Political scientist and lawmaking expert Yekaterina Shulman, commenting in an interview with Lenta.ru on the appeal of the European Court of Human Rights (ECHR) to Russia to comprehensively combat domestic violence, assessed the chances of changing the country’s legislation in this area.
Shulman recalled that the bill on domestic violence has not yet been submitted to the State Duma. According to her forecast, until the end of 2021, nothing will be imported, so “it is important what happens next year.” She drew attention to the fact that Russia is not only promptly paying compensation awarded by the ECHR, but is making legislative changes, although already much more quickly.
“What happened does not guarantee us the law on domestic violence, but it increases the chances that the project will appear in the Duma next year or a little later. This is a very long legislative path, a long struggle on both sides, ”said Shulman. In her opinion, the discussion of the draft law should be held on parliamentary platforms, so that it is a “normal regulated public discussion.”

On December 14, it became known that the ECHR awarded Margarita Gracheva and three more Russian women who suffered from the actions of partners 445 thousand rubles. The court also ordered Russia to amend the amendments to prevent repeated acts of domestic violence and to protect victims of such violence.
A draft law on domestic violence was considered in Russia in 2019, but it was never passed. The working group said that this could happen by the end of 2021 or early 2022.
