“United Russia” at the congress will sum up the results of elections to the State Duma – Politics

MOSCOW, December 4. / TASS /. United Russia will hold the third and final stage of its 20th anniversary congress on Saturday, at which it will sum up the results of the September elections to the State Duma and rotate the party’s governing bodies.

Formally, the congress continues to be called the pre-election congress – its first part was held in June, then the party members approved the lists of candidates for elections to the State Duma and discussed their draft program. The text of this document, which was formed, among other things, on the basis of proposals from citizens and was called the “people’s program”, was approved at the second stage of the congress in August.

The third stage is timed to coincide with the 20th anniversary of United Russia, which was celebrated on December 1.

As the press secretary of the President of the Russian Federation Dmitry Peskov said earlier, Vladimir Putin “will remotely address the participants of the congress.” The head of state, whom United Russia considers its leader, also spoke at the plenary sessions of the first two stages of the congress.

Departure in special conditions

The event will take place at the Expocentre exhibition complex in Moscow. In the observation room, sanitary and epidemiological measures will be observed, including distance norms, mask regime.

Media representatives will participate in the work of the congress if they show negative PCR tests and certificates of vaccination or previous illness.

Rotation of governing bodies

One of the key issues of the congress will be the rotation of the leading party bodies – the supreme and general councils, as well as the central control commission and the central executive committee (CEC). According to United Russia, the central governing bodies are elected for five years, while, for example, rotation is reserved for the General Council – at least 15%.

As the secretary of the general council of the party Andrei Turchak said earlier, following the results of the last elections to the State Duma, the United Russia faction has been renewed by more than 50%, “the party’s governing bodies have been updated by the same amount after the upcoming congress.”

As expected, in the current collegial body, consisting of no more than 170 party members, join a number of new State Duma deputies, volunteers, leaders of the party’s mobile application “Up”. They will also take place in the composition of the Supreme Council – a body that has the authority to strategically develop the party, which is formed “from among the public and political figures of the Russian Federation who have great authority in Russian society and in the international arena,” including those who are not members of United Russia. It is assumed that the composition of the governing bodies may include a number of recently elected leaders of the constituent entities of the Russian Federation.

Party parties will also be re-elected – the chairman, the head of the supreme council and the secretary of the general council. Dmitry Medvedev, Boris Gryzlov and First Deputy Speaker of the Federation Council Andrei Turchak. However, as a source in the party explained to TASS, in this case, “no changes are planned” in the personnel case.

Personnel issues

Following the elections to the State Duma in September 2021, United Russia retained its constitutional majority, receiving a total of 324 mandates (excluding self-nominated candidates who were included in the faction).

The list of the fleet party is the federal five – Russian Defense Minister Sergei Shoigu, Russian Foreign Minister Sergei Lavrov, doctor of the city clinical hospital No. 40 in Moscow Kommunarka Denis Protsenko, ONF central headquarters co-chair Elena Shmeleva and children’s ombudsman Anna Kuznetsova. After the elections, they all headed the relevant party commissions, and Kuznetsova took the Duma mandate and was elected vice-speaker of the lower house of parliament.

In early November, Kuznetsova also became the interim deputy secretary of the General Council of United Russia; her competence includes coordinating work on party projects of a social orientation and the work of receptionists of party chairmen, including the activities of the commission for working with citizens’ appeals to the chairman of United Russia. She must get rid of the prefix “vrio” at the congress.

In total, Turchak has five deputies: Deputy Head of the Government Office of the Russian Federation Alexander Gribov, Senators Andrei Klimov and Sergei Perminov, State Duma deputies Yevgeny Revenko and Alexander Khinshtein, three more – the leader of the United Russia faction in the State Duma Vladimir Vasiliev, the Duma Committee on Ecology, Natural Resources and Protection environment Dmitry Kobylkin and Anna Kuznetsova – have the prefix “inter”. It is possible that the congress will take a decision on reformatting the structure of the General Council, for example, on reducing the number of deputy secretaries.

In addition, on Friday, Turchak uses the post of his deputy in the General Council, Daria Lantratova, who should oversee the block of information policy.

The congress will also approve a new head of the central executive committee of the United Russia party – the body that ensures the organizational work of the party. Earlier, the presidium of the General Council, at the suggestion of Medvedev, appointed the acting head of the CEC, the head of the administration of the head of Bashkortostan, Alexander Sidyakin, he replaced Alexander Borisov, who was elected a deputy of the State Duma, in this post.
