The November general meeting of the representative body of the Hajdú-Bihar Municipality started with festive moments. At the meeting on Friday, Mrs. Varsányin took over from dr. Erzsébet Antal for the commemorative medal entitled “For the Administration of Hajdú-Bihar County”, which she receives on the occasion of the county day.
The current situation of the road, bicycle and railway developments of Nemzeti Infrastruktúra Fejlesztő Zrt. Affecting Hajdú-Bihar was also on the agenda. Ongoing constructions include the development of the Debrecen-Nyírábrány border section of the main road No. 48; road developments related to the establishment of the North-West Economic Zone of Debrecen between the M35 motorway and the main road 35; extension of main road 33 to a 2 × 2 lane between the industrial development area and the M35 motorway; the development of the M35 motorway, the reconstruction of the main road junction 354 and the development of the inner sections of the main road No. 471 in Debrecen.
Preparations for the western bypass of Berettyóújfalu are underway; No. 4 quadruple printing of the section between the main road (R4) Debrecen and Nyíregyháza; the eastern bypass section of Debrecen; preparation of the section between the M4 Püspökladány and Berettyóújfalu, as well as the construction of the Debrecen Intermodal Transport Center and the reconstruction of the main railway station. In this connection, the submission emphasizes that according to the government’s decision on the professional review of intermodal nodes, the implementation of intermodality is still of paramount importance in Debrecen, therefore – compared to the previously planned – an intermodal node with a more cost-effective and basic professional function could serve the needs.
The feasibility study has been accepted by the municipality and supports the further design of the version proposed in it. Following the completion of the necessary procurement procedure, it is expected that in 2022. II. detailed planning can begin in the fourth quarter.
New bike paths
The line of ongoing developments in Debrecen is being expanded by the reconstruction of Nyíl utca – Hadházi út junction, the project under preparation is the first phase of the capacity expansion of the main road 48, Vámospércsi út, the complex development of the Hétvezér – Budai Nagy Antal utca junction, and Rakovszky Ótemető – Árpád tér, the creation of a right-turning lane at a length of 60 meters, and the establishment of a 77-meter-long right-turning lane at the Árpád tér junction in Debrecen. The latest expected start date for construction is December 2022 – January 2023.
There was also talk of current bike path developments at the meeting. This includes the preparation of a 50-kilometer cycle path between Tiszafüred, Hortobágy and Balmazújváros, in the framework of which its licensing is taking place. This will typically be an independent cycle path on a new route and will also affect the Hortobágy National Park. In addition, railway developments are taking place in our area. Preparations for the development of the Debrecen-Nyírháza railway line are already underway, and the implementation will allow a speed of 160 km / h. The design contract was signed in June.
Our railway transport will also be improved by the Püspökladány – Biharkeresztes congestion and electrification, the implementation of road, railway and utility infrastructure developments related to the establishment of the North-West Economic Zone in Debrecen, as well as the Debrecen, Oradea Cross, Szeged, Subotica the preparation.
In addition, a feasibility study is being prepared for the tram-train connection between Debrecen and Oradea and for the development of the railway connection at Debrecen Airport.
The agenda of Friday’s meeting also includes an information on the tourism and tourism situation of Hajdú-Bihar county in 2020. According to this, in Hajdú-Bihar county, 4.4 percent of all commercial accommodation establishments in the country are located with 1792 accommodation places; 4.7 per cent of the rentable seats and 4.7 per cent of the rentable rooms were available in 2020 compared to the national value. The number of available accommodation places in the county (25 thousand 293 places) 8 will be reduced compared to 2019. The accommodation is divided in half between commercial and private accommodation.
Decline in tourism
The room capacity utilization of the county’s commercial accommodation establishments in 2020 was 28.9 per cent, and the capacity utilization of the accommodation was 21.3 per cent. Based on the data on the guests of all accommodation establishments, in 2020 HajdúBihar County has been contributing 4, 9 to the total number of guests nationwide (7.3 million) and 5.2 to my total guest traffic section (19.7 million). In terms of the turnover indicators of accommodation establishments, it can be said that the number of our guests decreased by almost 50%, and the general values for foreigners decreased to 70–72, while the domestic values decreased to 36–38.
The general assembly material states that the development of attractions in the county from domestic and EU funds, the growth of services and the strengthening coordinating role of the county government provide all the basis for future successes like the pre-viral period after the epidemic.
It is in our common interest that the Hungarian and county tourism markets recover as soon as possible after the epidemic situation, and that they can even fight for a stronger market position both domestically and internationally.
The meeting also included a presentation on The Dilemmas, Challenges and Opportunities for Global Sustainability Programs for Agriculture. According to the compilation of the Hajdú-Bihar County Directorate of the National Chamber of Agriculture, Hajdú-Bihar County is an agricultural county of outstanding importance in the country, and within this, animal husbandry has a higher weight than the national average. The size of the production area in the county is 531.6 thousand ha, it is the most important natural resource of the county. 73 percent of the county’s territory is agricultural.
Hajdú-Bihar County ranks second in the counties in terms of the absolute value of gross value added produced in agriculture. Regarding the production values of animal husbandry, the county is of special importance for all animal species. The county is also first in terms of pig population, with 13 percent of the national population. The county is also highly ranked first in the sheep breeding herd (23 percent of ewes are here). The county is also the first in cattle breeding (11.82 percent of the national population is found here). 16.7 percent of the domestic hen population is in the county (also the national first). There are 13.8 per cent of the pulp population in the county (national first), while 26.7 per cent of the goose population (national first) and 24.77 per cent of the duck population in the county (national second).
Ominous forecasts
The NAK also argues that by 2050, the European Union will fully meet all UN sustainability targets. Agriculture and the food industry define two main strategies: the Farm to Fork (F2F) strategy and the Biodiversity Strategy. The common elements of these, the effects of which are negative for both domestic and European agriculture, are: a 50% reduction in the use of pesticides, a 20% reduction in the use of fertilizers, and a 25% increase in the area under organic cultivation on an annual basis. (currently in Hungary this is approximately 5 percent).
The fears of individual interest groups, ie the impact of the agreement on agriculture, are further confirmed by a study by Wageningen University. This predicts that the expected favorable agricultural yield will be achieved by reducing the use of the plant instrument and nitrogen fertilizers, so that we will need to import cereals and beef in the future. Their transport leads to additional greenhouse gas emissions. Cheap production is leading to higher prices, fewer European exports and more imports of non-European agricultural products. Reducing the use of pesticides also provides quality problems.
