MOSCOW, November 24. / TASS /. The Russian Federation hopes that Iran and the IAEA will find the means to ensure monitoring of all objects in order to renew the Joint Comprehensive Plan of Action (JCPOA). This is stated in the text of the speech of the Permanent Representative of the Russian Federation to international organizations in Vienna Mikhail Ulyanov, circulated by the Ministry of Foreign Affairs of the Russian Federation, at the session of the IAEA Board of Governors following the visit to Tehran of the head of the IAEA, Rafael Grossi.
“Of fundamental importance is the continuation of video surveillance by the IAEA at the facilities of the Iranian nuclear infrastructure that are critical from the point of view of reanimating the JCPOA. cover all relevant facilities, including the plant for the production of components for centrifuges in Kerj, “he said.” We proceed from the fact that Iran and a way to find mutually acceptable options that would allow to continue monitoring the work in Kerj in the interests of the JCPOA, “Ulyanov added.
In February 2021, Iran agreed to provide the IAEA with the opportunity to install a video surveillance camera, including in Keredj. However, as a result of the attack on the enterprise in Kerj, the facility was partially destroyed, and there the IAEA equipment was damaged. “We understand the desire of the Iranian side to conduct a thorough investigation of the incident,” the diplomat said.
Russia, he recalled, proceeds from an uncontested nuclear deal in its original form in the interests of maintaining peace and stability in the region, as well as strengthening the nuclear non-proliferation regime. Ulyanov added that Moscow welcomes the resumption of the Vienna-based rebuilding JCPOA, slated for November 29. “We are determined to interact in the Vienna format with the involvement of all countries participating in the JCPOA, as well as representatives of the United States,” Ulyanov concluded.
IAEA head visit to Tehran
On November 23, the IAEA Director General held talks with the head of the Atomic Energy Organization of Iran (AEOI), Iranian Vice President Mohammad Eslami, and also met with the Iranian Foreign Minister. Grossi said the talks with Iran “were unsuccessful,” although they were “constructive, correct and professional.” According to him, Tehran and the IAEA must conclude an agreement on the basis of which inspection activities in this country will be resumed.
The JCPOA was signed with Iran in 2015 by the “five” of the Security Council and Germany in order to overcome the UN around Iran’s nuclear program. The previous US President Donald Trump made the decision to withdraw from the JCPOA in 2018. The current head of the American administration, Joe Biden, has repeatedly signaled its readiness to return the United States to a nuclear deal with Tehran. The “five plus one” group (Russia, Great Britain, Germany, China, the United States and France) has been negotiating with Iran to restore the JCPOA in its original form since April in Vienna; to date, six rounds of such meetings have taken place. The start of the next round is scheduled for November 29.
