November 22. Interfax-Russia.ru – Russian President Vladimir Putin signed a law on electronic document management in the field of labor relations, the document was published on Monday on the official portal of legal information.
The new law provides for amendments to the Labor Code of the Russian Federation and establishes the ability to introduce and use in electronic form documents related to labor relations without duplication on paper. One of the main goals of the law is to make employment more remote.
The new rules apply to labor documents that are drawn up in paper form. The amendments apply to labor and apprenticeship contracts, a liability agreement and about 30 other types of personnel documents. Thanks to the law, an applicant can choose an employer from another, pass an interview remotely and conclude an employment contract, says the explanatory note to the legislative act.
In comparison with the use of the version introduced to the State Duma, the law was amended in the second reading. The amendments partially limited the application of the normative act: innovations under the new law do not examine orders on labor protection.
According to the new rules, an unqualified qualified electronic signature will be used when processing documents.
The law provides for the maintenance of electronic document management on the digital platform “Work in Russia” (including through the portal of state and municipal services) or in the employer’s information system.
Not everyone was satisfied with the final version of the document. The members of the working group “Normative regulation” of ANO “Digital Economy”, on the basis of which the initial version of the draft law was developed, expressed the position that keeping some documents in paper form does not ensure the achievement of the goal of the legislative initiative – to convert all interaction between the employee and the employer into digital employer and employer and employer. ensure the seamlessness of personnel processes.
