Johnová (Prague itself): The capital has completed the transformation of institutional care in Svojšice

The Prague deputies symbolically confirmed the completion of the two-year changes of the institutional facility in Svojšice in the Kolín region. The Prague contributory organization now operates without the burden of a baroque chateau and a neglected park, but with a new name and portfolio of community social services that meet the needs and wishes of clients and which are among their returns to Prague for new households.
“The story of the institute in Svojšice shows the long-term failure of the capital’s policy, which thirty years after the fall of communism finances an incredible 1,100 beds in five regions far beyond the borders of Prague. The inhabitants of the metropolis had a choice between institutional care in the Ore Mountains area, in the former barracks of the Terezín ghetto or, for example, in the Šluknov foothills. Our task is to invest in new services directly in Prague, which will enable people to live in dignity with adequate support according to their real needs. It is a long-distance run, but the transformation of the first facility and the development of the top ten new locations directly in Prague prove that such a path exists. The biggest thanks go to all employees, the organization’s management and the families and supporters of this change, “said Milena Johnová, Prague’s councilor for social policy and healthcare.
The condition of the chateau building in Svojšice was found to be unsatisfactory in 2008, yet social services for people with mental illness and disability were provided until 2020. The audit of management and subsequent change of management started the process of modernizing care for very vulnerable residents. A several-month inspection of the electrical installation confirmed that the building is not safe for users and social workers. There was also another unsatisfactory technical infrastructure in the building, including an outdated wastewater treatment plant.
The provided social services subsequently moved to cities in the wider region and the first twenty clients returned to Prague to the newly created sheltered housing according to their wishes. Today, the organization operates in a total of four locations and is mandated to provide community social services. In addition to sheltered housing, it is mainly about personal assistance, support for independent living or social rehabilitation.

“In the difficult situation in which the organization found itself, we prepared a modernization plan, which we discussed with the founder and according to which we proceed. Instead of the termination and closure of services, we focus on the development of the organization, the needs of each individual and we prepare new tailor-made services, “said Martin Kahánek, director of the Svojšice Home.
“Using methods of social work that were not previously supported in the organization, we found that at least a quarter of clients, even after a long period of placement outside Prague, still take back. We are then guides on the path to everyday life for all our clients. We are based on their will, preferences and real needs, and we build our services on the basis of these three variables, “Radka Čebišová described the new approach of the Svojšice Home Quality Methodology.
In terms of the quality of care, the internal layout of the chateau was unsatisfactory, sometimes up to six-bed rooms did not provide enough privacy. Therefore, in the summer of 2020, with regard to the technical condition of the building, the councilor of the capital decided that the area is not suitable for decent housing and further use of the chateau building for providing residential social services is not desirable for the capital.
“The castle is not in a completely ideal technical condition, we will now consider its further use, for example for archival purposes. In the event that we do not find a use for it, negotiations will begin with the Central Bohemian Region, ”added Jan Chabr, Councilor for Property.
