MOSCOW, 6 October – PRIME. Newspaper “Kommersant“with reference to the new version of the strategy.
A new version of the strategy for the economic development of the Russian Federation until 2050 with a decrease in greenhouse gas emissions of the Ministry of Natural Resources, the publication reports. Also on Tuesday, the strategy discussed a meeting of Russian President Vladimir Putin with the government of the government. This version, already the third, is the most ambitious of all proposed as the main one.
The intensive scenario assumes an increase in emissions by 0.6% until 2030 and their subsequent decrease by 79% from the current level by 2050. The project also takes into account a strong increase in the absorptive capacity of the ecosystem by 2.2 times, however, lower than in previous versions of the strategy. The fall in oil and gas exports by 2% will accompany the growth of non-oil and gas supplies by 4.3% per year, the growth rate of the economy in 2030-2050 will amount to 3% and slow down to 2.7% by the end of 2040. Achieving space neutrality of the Russian Federation with such a commitment by 2060.
Measures to reduce emissions in an intensive scenario of improving the quality of education (introducing standards, stimulating low-carbon technologies, adjusting the MET), developing a green financing system and supporting the distribution of energy certificates and the development of public non-financial reporting. Implementation will require a total investment of 1% of GDP in 2022-2030 and 1.5-2% of GDP in 2031-2050.
At the same time, in the business-as-usual scenario, emissions grow by 8% by 2030 and 25% by 2050, given the absorptive capacity of forests, where the carbon intensity of the economy will exceed the global average by 2050, there will be no carbon neutrality. According to this scenario, starting from 2027, the Russian economy will expect a decline in oil and gas revenues by 2.7% per year, which is not compensated by non-oil and gas exports, and GDP growth in 2030-2050 will be 1.5% and by 2050 will slow down to 1%, reports edition.
