Measures to reduce emissions in an intensive scenario of improving the quality of education (introducing standards, stimulating low-carbon technologies, adjusting the MET), developing a green financing system and supporting the distribution of energy certificates and the development of public non-financial reporting. Implementation will require a total investment of 1% of GDP in 2022-2030 and 1.5-2% of GDP in 2031-2050.
