According to Scheinherr, the decision to purchase the first fifth of the total planned land acquisitions is “due to the procedure for shifting safety from missing sections of the motorway network in the Czech Republic”. The state recommends the purchase of land under the future ring road as risky before obtaining a final zoning decision, which the capital contradicts. Purchases of land for the creation of “green belts” are based on a memorandum between Prague and the Directorate of Roads and Motorways (ŘSD). In accordance with the memorandum, the metropolis will also prepare a project for the construction of a new fire station and rescue service on its own land near Běchovice. The station is a condition for the construction of 511 due to the future existence of the tunnel, because the ŘSD should take over the municipal land in the previous one with the project and build the foundation there at its own expense.
The scope of the “green belts” was determined by a study prepared by the city’s Institute of Planning and Development (IPR) and the purchase of specific land is in line with this study.
