It is a joint action led by the associations of parents of pupils of the schools of the city of Toulouse, mobilized to state the decline of the leisure centers associated with the school (CLAE), from January 1, 2022. They are relaunching a petition posted online in June.
“To say no to a discount extracurricular welcome and for an educational quality on the extracurricular”, parents’ associations are relaunching an online petition last June 24 on the FCPE 31 site. In support of the staff of the CLAE, they want to warn about the very degraded conditions of reception of children and call all parents of schools “to bombard the town hall with emails”.
Indeed, from January 1, 2022, the municipality of Toulouse will “to model the supervision of the extracurricular on the national regulations which foresees a supervisor for 14 children in nursery schools, and a supervisor for 18 children in elementary schools”. This is a 2016 decree signed under the presidency of François Hollande and which has already been implemented in the cities of Montpellier, Paris and even Grenoble.

Marion Lalane-de Laubadère explains: “We mentioned in June that we were going to change throughout the school year the supervision rate as and when recruiting in kindergarten and elementary. A gradual implementation to tend towards this rate of ‘supervision until the start of the school year in September 2022 “.
An already trendy situation
Parents’ associations in Toulouse are standing up against this reform, all schools will be impacted, specifies Naïg Menesguen: “in kindergarten, it is normally one adult for 8 children. Currently in Falguière, there is one adult for 12 and a half children. With unplanned absences and the reform of working time for regional nursery school officials (Atsem) , on a degraded rate. And the absence of an Atsem in the morning, this leads to traffic jams at the entrance of the classes, sometimes 15 minutes of waiting to drop off the children. As soon as there is a small grain of sand in the machine, it’s a disaster and the day starts badly for everyone “.
The reality specifies the deputy mayor in charge of Education, “is that, as every year, we encounter difficulties in recruiting. We had recruited 480 animation agents between the end of August and the beginning of September, 70 people withdrew. We need time to turn around. It is a problem that we have to deal with. Lack of dialogue with the municipality

The alert from the Regional Chamber of Accounts
In this same letter, the municipality puts forward the recommendation of the Regional Chamber of Accounts which “warned of the need to find a better balance to maintain our ambitious educational policy “.
