Amsterdam, 32-36 hours per week (3 FTE)
The function
You will work on challenging and varied area development projects. As part of a multidisciplinary team, you work on these different different experts / disciplines under the guidance of a project manager. From Land & Development, you, often together with a (senior) project leader, are the driving force behind organizing all ground matters in a project. You do this in a team with one or more planning economists and leaseholders whom you, in turn, manage. You construct as responsible guidelines and ensure good communication and legal financial handling of all business aspects, such as contract management and tenders. Due to the diversity in projects, each with its own context, our project leader is expected to be creative and flexible. They work on projects with a high political, social and financial-economic risk of harm, where the field of work lies at the interface between public and private.

The land affairs project leaders are the linchpin of land production and real estate development and are involved in, among other things:
- Planning of projects.
- Development agreements and long leases.
- Land, transformation and plot exploitations and land price negotiations.
- Bringing tenders to the market.
- (have) Delivery of land ready for construction.
Land affairs project leaders can also participate in Program Teams, these are city-wide umbrella-oriented teams and serve all area developments in the city. For example, we are also looking for a junior project manager for land affairs who will take place in the Self-Building Program Team. In this position you fulfill several roles:
- Project leader.
- Contract maker.
- Negotiator.
- Financial expert.
- Process manager preparing for construction and housing.
Since Ground & Development projects are carried out in development as both a client and a contractor, you are also expected to act as an independent consultant.
Activities
- You represent the business interests of the municipality.
- You are deployed in the preparation of spatial plans that pay attention to the link between financial feasibility and quality.
- You conduct conversations and negotiate with developers.
- You monitor and report on progress to project manager / (senior) project manager ground affairs.
- You manage your own part of the project organization.
We ask
- University work and thinking level, with at least a completed HBO education. This includes a study in urban planning, social geography, architecture, public administration, (business) economics of law.
- Relevant calculation between 3 and 5 years.
- Experience with project management is a plus.
- Affinity in area and real estate development.
- Affinity with financial-economic or private law aspects of spatial plans is a plus.
- Good communicative skills.
- A businesslike and honest attitude towards clients.

We offer
- An employment contract for a period of 1 year with the option of a permanent contract.
- Your salary is a minimum of € 3,277 and a maximum of € 4,831 gross per month (salary scale 10A) based on 36 hours per week.

- Hybrid working: the municipality of Amsterdam will start hybrid working as soon as this becomes possible. This means that you can work partly at home and partly at the office, depending on your work activities. You may request home working tools to set up your workplace at home in accordance with Arbo. Travel expenses are partly reimbursed if you travel to your work location. A homework allowance is part of the current collective labor agreement negotiations.

The Spatial Planning and Economy cluster aims to create the spatial and economic preconditions necessary for Amsterdam to grow into a strong metropolis. This is the cluster based on tasks in the spatial economic sector of both the Municipal Executive and the administrative committees of the city districts and with and for current and future residents, companies and visitors. In this way, the city is and remains easily accessible, Amsterdam is sustainable and offers every opportunity for good living environments and optimal development of the economy.

Land and development
Land & Development is working on a sustainable and vital city for citizens and businesses. They direct the area and real estate development and are responsible for the ground lease system. Grond & Ontwikkeling is an expert in the field of plot issuance, executing ground lease, preparing municipal plots for construction and transformers and management of real estate and financial-economic project management. Based on these core tasks, we strategically respond to market developments. In doing so, manage the equalization fund and the leasehold assets of the municipality of Amsterdam.
