How to follow up on Blanka? Prague leans towards the far tunnel, towards the editor of the Plnovn Institute Business
There is no ideal one. Each has pros and cons. The completed Municipal Circle tunnel has a high traffic capacity, a better impact on the environment in terms of noise and damage, and does not require major changes to existing concepts, it would only need further improvement. But it is a very generous one and carries with it negative impacts on the urban environment, on public space and on the quality of life in the city, said Ondej Boh, editor of the Prague Institute of Housing and Development, in an interview for LN. LN: You are talking about the two variants of the municipal circuit. One is the county road from Blanka through a long tunnel, the other is the so-called long one. Could you describe and evaluate them?
Today, the route of the inner or Mstskho circuit is completed in two sections. It consists of a total of five tunnels: Bubenesk, Dejvick, Brusnick (known together as Blanka), Strahovsk and Mrzovka, as well as the Barrandovsk bridge and the Jin connector. Leave the northeast street, i.e. connected to the Blanka complex with the Jin junction between Libe and Maleice. That is, actually under Libn and Maleice, because this section has also been filled in tunnels for decades. It is one that I have been working with for the last 10 years and it is thus anchored in the ground plan and other documentation.
The missing cut – we’ll call it working Vlasta, according to one, he deserved a bang from the warrior – is twice as much as Blanka’s, and the costs will correspond to that.
The truth, however, is that this original death has a positive environmental impact assessment (EIA). This fact speaks for the realization of the original tunnel death, because getting this green stamp first is unattainable for any transport construction today. But the weakness is that this stamp has conditions.
LN: How?
The most important ones are the completion of a long circuit around Prague, the introduction of traffic in the city and the creation of low-emission signs. All these conditions must be met in order to start traffic in the tunnel. It is especially important that it is a bh for the long haul.

LN: What does that mean practically? Will someone stop me from starting construction at all, or are we talking about financial sanctions, when Prague will do without it?
That’s right bro. It’s no secret that there are a number of transport structures that are built, put into trial operation and approved later. The rest of us don’t have to go far – the Blanka tunnel is now in trial operation, and here, too, the condition of approval is the completion of the northern section of the long Prague ring road. Metro C to Letan was in trial operation for several years. However, a normal user, whether a pedestrian or a passenger, doesn’t even notice it. The ambiguity of the law allows such a procedure, however, in the spirit of the law, it can be assumed that the building meets the conditions before it is put into operation. It is logical, because the result of the test operation of the furnace is not for testing, but for real. In this case, there were also several judges who opposed this practice. On the other hand, this form of practice has turned the authorization process into legislation from an immensely and senselessly complicated and time-consuming process. It is against common sense for the furnace to complete the construction of the Blanka type and leave it to rot for another 20 years.
And how do you stand, lie down variant?
In particular, you have in mind what the name dule was for. However, it is not correct to speak of a variant in the full sense of the word to the planned one Municipal district. The tunnel is actually there today and will be there even when the tunnels are built.
When the rough work finished in 2012 on the Blanka tunnel, it started to be considered, what dl. Financially, Prague was very poor, but it was still clear that the Municipal Circuit needed to be operationalized and completed at least in some stages. Therefore, both the Technical Department of Communications and the IPR were looking for a solution that would improve the existing situation and not be so burdensome. In the section where today, according to the original full Mstsk circle of errors, use the idea of four to two in the essence of the route, from there it is therefore a dule. The first is through Povltavsk and Spojovac streets, which cover the planned tunnel route, and the second through Kbelská and Prmyslová streets. Here, the capacity would be increased by two extra-level switches and, in the case of the first route, the construction of a short tunnel under Maleice between Jarov and the Jin junction.
The idea behind the scale was to allow a relatively quick and cheap repair of the same condition. Moreover, this precaution would not block the completion of other tunnels in the future.
LN: But that means it’s not worth either or…
Song like that. With a great deal of exaggeration, it is like a Provisional and National Theatre. There were no pensions to cover the original death, so the Provisional Theater was built. It was definitely not very demanding and it was quite uncomfortable for the girls and the actors, but it was possible to play, it was full of energy. But I don’t want to declare a collection of reindeer drivers by this means. the weight of the doula and others was not only about more investment, but also about a change of paradigm and the gradual abandonment of those transport buildings, which, although they have a high capacity, are becoming Berlin’s walls in the city.
LN: There are pensions for Blanky county, aren’t they?
The city today closes the gap between large investments and has some reserve on them. However, this does not mean that it is possible to invest in several large buildings at the same time. Of course, I have to prepare them so that there are no downtimes between constructions, but I have to invest them gradually. Only in the ground floor of the city of investments for about 170 billion. This is a theoretical part, but also those buildings that are currently and seriously talked about, i.e. metro D, Radlick advised and the first completed Municipal Ring, totaling an investment of 100 billion crowns. Prague’s budget is 70 billion, but only a small percentage of that goes to investments. Thus, Prague has a known internal debt in road and bridge repairs.
LN: So what is an ideal, if such a thing exists?
There is no ideal one. Each has pros and cons. However, it is a very costly one and carries with it negative impacts on the urban environment, on public space and on the quality of life in the city.
The existing tunnel would have no transport capacity even with the proposed improvement measures, and it is not certain whether the individual buildings would pass the EIA assessment, because I have a tunnel. But the investments would be one, and somehow there would be two. In short, it is about what kind of transport capacity we need, but exactly how much we are willing to pay for it and how much space we can devote to it.
LN: Why this debate?
Today, by God, only a few people go straight. Dul, as the IPR thought about it, was also adopted by the Automat association from Obana, but it began to present it in a distorted form, which proved a disservice to this movement. Instead of an invited and substantive debate about how much transport we really need and what price we are willing to pay for it, a one-sided distorting campaign took place. And it was after the debate. Since then, the self-government of the city and the affected city councils has adopted a resolution confirming the original one.
LN: So should Blanky County be built?
It is not the tallest transport building in Prague. The priority city needs metro line D, railways connected to the airport, a new tram line and thus a complete long circuit around Prague, especially in the section between roads D1 and D11, and last but not least, the intensive construction of the P+R parking lot. For the content of these actions, the correction will now be as diligent as the legislation allows. These are the clear priorities of Prague.
In the next few days, the Magistrate will probably decide on the start of design preparations for the completion of the original tunnel and Mstský circuit. Together with the designer, we will adjust the project into an acceptable form.
