Denmark reacts strongly to Norwegian plans to curb exports – Dagsavisen
By Marie De Rosa/NTB
On Friday, it became known that the government opens to slow the export of electricity through foreign cables when there is a danger of energy shortages in Norway.
It will also serve our Nordic neighbors that Norway takes care of security of supply, points out Prime Minister Jonas Gahr Støre (Ap).
But the news is not well received in Denmark.
– Open borders help security of supply – restrictions, on the other hand, are harmful, writes director Johannes Bruun of Danish Energinet in an email to NTB.
Energinet corresponds to Norway’s Statnett.

– Wrong tool
Already last year warned Energinet, Svenska kraftnät and Finnish Fingrid against limiting electricity exports from Norway.
Now Bruun repeats the warnings.
– As a TSO (system operator), Energinet sympathizes with the fact that the focus is on ensuring security of supply, but the tool that the Norwegian government is considering is wrong, Bruun says quickly.
He points out that the foreign cables contribute to Norway’s security of supply by providing for the import of electricity when necessary.
– It is not “export cables” that can potentially damage the Norwegian security of supply.
– I think the whole narrative in Norway is wrong, he writes.
Fears more will follow
Bruun is clear that he expects no export restrictions to be introduced.
– Because there has been a lot of criticism from the industry and the players in both Norway and the rest of the Nordics, and furthermore, the legal possibilities to limit exports are very small. This assessment is also shared by NVE, he writes.
Svenska kraftnät is also skeptical of limiting electricity exports and shows that it is a serious intervention in the electricity market.
– If Norway introduces these types of measures, the risk is that it will spread further. It will affect the Nordic and European electricity market very negatively, writes director Mårten Bergman in an email.
He said that he does not have that the Norwegian proposal and is therefore pronounced on a general basis.
