Owners of vehicles not registered in the Republic of Moldova, including citizens of Ukraine, ARE REQUIRED to pay the VINIETA
Owners of vehicles not registered in the Republic of Moldova, including citizens of Ukraine who entered the territory of the republic opened on January 10, are obliged to pay the vignette.
According to the State Administration of Roads, the provision in the Disposition of the Commission for Exceptional Situations, which took care of the payment of the fine for this category in the last year, was abrogated.
The only exception is the transport of goods or people by road from the state with which the Republic of Moldova has concluded bilateral or multilateral agreements.
Vinieta can be paid at branches and agencies of BC “Moldova Agroindbank” SA bank, at payment terminals (QIWI, Paynet, Paymaster and MMPS) but also online (vinieta.gov.md or www.evinieta.gov.md), through Government Electronic Payments Service (MPay).
In case of filling out the vignette payment form by the bank operators, the beneficiaries pay a commission of 7 lei or 1.5% of the paid fee for this service.
The legislation provides that, in the event that vehicles not registered in the Republic of Moldova are detected without a vignette or it is found that the validity period of the vignette has been exceeded, the bodies empowered with the control function in road transport draw up a report of ascertainment of the lack of proof of payment of the vignette or regarding exceeding the validity period of the vignette, with the application of sanctions in accordance with the provisions of art. 2873 of the Criminal Code, and the Border Police will not allow the respective means of transport to leave the Republic until proof of payment of the vignette for the entire period of stay in the Republic of Moldova and of the applied fine is presented.
ASD shows that the vignette is an important and essential source of financing for the maintenance of local and national roads. For the future 2022, a total of 621,929 vignettes were procured and receipts in the state budget amounted to 119,155,448 lei.
