While the City of Lyon has banned the heating of terraces since November 2021that the French government has taken the same decision in April 2022two establishments fell through the cracks in the center of the capital of Gaul.
A law that does not apply to the private domain
It is in the heart of the Grand Hôtel-Dieu, in Bellecour, that it is still possible to sit outside in the middle of winter without shivering. The Justin and Kabestan bars indeed still having their outdoor heating systems, added to the parasols of the terraces. Which, in short, positions them as the last little corner of paradise for smokers.
But how to explain this exception when this same system has disappeared from all bars and restaurants in Lyon for more than a year? In fact, the rule developed by both the City and the government is only applicable on public domain and not in the private domain.
The Grand Hôtel-Dieu, which is a private property, can therefore do as it sees fit with regard to the use of outdoor heating.
“No comment”, discomfort in the bars
And obviously, between ecological and economic conscience, the establishment did not have too much difficulty in choosing. Asked by Lyon news on the decision to keep heated terraces, the Hôtel-Dieu quite simply got rid of the question by referring to the “establishments concerned” and ensures not being able to answer.
These are private terraces managed by the establishments concerned (…) However, the Grand Hôtel-Dieu is generally working to reduce the overall consumption of the place and its occupants.
On the spot, the managers of Justin and Kabestan were perhaps no longer talkative and refused to comment, visibly embarrassed by the subject…
“Heating the outside air does not make sense”
Asked by Lyon news this Wednesday, January 25, Camille Augey is the deputy mayor of Lyon who implemented the energy sobriety charter with merchants from the city. So why does it not validate that several terraces are still heated in winter.
“We regret that these establishments, on the pretext that it is in a private space, do not follow the same approach as other businesses. The elected official finds this incomprehensible in the current context “between the questions of energy tension, climate issues and rising electricity prices”.
Camille Augey asserts that it is ” an aberration “ to have heating outside. “Heating the outside air doesn’t make sense,” she complains. “We regret it all the more since it creates an inequality between establishments that are in the public domain and those in the private domain. »
Towards a boycott of these terraces out of ecological awareness?
Perhaps those who remain to put heating outside will be penalized by their own clientele. This is what the elected ecologist of the City thinks: “Today, we are in a dynamic that pushes us to make efforts. Customers are less and less accepting of this type of behavior. »
The town hall seems powerless in the face of this practice. To see, if these heated terraces will be boycotted this winter by customers who have an ecological conscience…
