Warsaw. How is your transport city? PiS councilors want an extraordinary session on this matter
Law and Justice councilors demand an extraordinary session of the Warsaw Council on the transport policy of the capital. Their changes concern, among others, the Tempo 30 zone or paid parking, they are insufficiently consulted with apartments. According to PiS, the introduction of appropriate procedures should be reviewed by the city council and district councils.
The councilors discussed the activities of the capital city authorities in the matter of participation and organization of the movement during the Law and Justice party on Tuesday’s press conference. – The Law and Justice Club decided to submit a motion to convene an extraordinary session on the city’s transport policy – informed the head of the association of PiS councilors, Dariusz Figura. He noted that their exclusion per section is rejected, therefore calling the function by the political opposition is just convening an extraordinary session. The chairperson of the Warsaw Council has seven days to consider the application.
Councilman Figura confirmed that “at the moment we have to use it because very important changes in the type of transport have recently been obtained in Warsaw.” – There are several of these elements. This includes narrowing the streets, eliminating parking spaces, as well as outside the city center or the Tempo 30 zone.
It was pointed out that all these changes are not reviewed by the authorized bodies, i.e. the proceedings in the case and the Council of Warsaw. He also argued that social consultations were taken into account, the frequencies of which are unknown, and it is on their basis that the preliminary policy will be introduced by order of the president. – This is a fundamental change in municipal policy – foreseen. He noted that any changes are now to be displayed without indications from councillors. – Such changes must be reviewed by the district councils and the Warsaw City Council. Therefore, we want councilors to speak on this matter at an extraordinary session – he added.
It was reported that PiS councilors plan three points for the session. Informing about the course and attendance at the consultations conducted on the subject: partial policy and the Tempo 30 zone. The next two will be draft resolutions and resolutions.
Councilman Klimiuk: consultations are fiction
Councilor Wiktor Klimiuk that the operational problem concerns operating procedures in connection with the paid parking zone. – Firstly, these consultations do not ensure division into groups of residents, and secondly, they impose questions about solutions. It shows that these consultations are fiction – he said. – Therefore, at this request, a package of pro-democratic, pro-social changes – he added.
He went on to list the changes in question: – Firstly, to introduce representativeness – so that all interested parties could participate in the consultations. Secondly, we propose that the project promoter should present the financial effects, because this is often missing. After the third introduction of the possibility of applying by 1/4 of the council (of the district and Warsaw) for consultations, whether to submit a case in Warsaw or in the district. He noted that here such a possibility is available to the entire council, and also takes into account the groupings, these consultations are difficult. The fourth proof is that the performance report, for which we are working very hard now, should be presented to the council, which will give its opinion. – There was no fiction to enable consultations, but so that everyone interested could take advantage of the vote – said Klimiuk.
Marta Borczyńska, councilwoman of Targówek, spokeswoman for the movement of PiS councilors also spoke. – We do not want to criticize the city’s transport policy as a whole. We want to talk about it because maybe some of these ideas are good. We would like the councilors who are representatives of the residents, as well as the citizens themselves, to participate in this matter – they said. – So far, two on-line consultations and two stationary duty hours have been held regarding the Tempo 30 zone. Such topics should be widely publicized to ask for inclusion in a given topic – she added.
Recall that the screen town hall, through the Tempo 30 zone, affects your coverage of about 60 percent of the street and 90 percent of the capital area. But it will start introducing on streets that serve as access roads, while on leading and transit roads there should be no limits. Public consultations took place in October 2010.
