In the offices of the Municipality that deal with the practices of the Basic income in Naples there is also no toilet paper. A serious shortage of large rolls, rolls which is also added to the shortage of other materials, such as A4 sheets for printing documents, so much so that the municipal administration was forced to issue an urgent tender for around 10 thousand euros “to ensure the continuation of adequate sanitary conditions within the central municipal service and the territorial social service centres”.
What the Municipality offices do for the RdC
But what does the offices of the Municipality of Naples have to do with the Citizenship Income? One of the mandatory conditions to take advantage of the subsidy is the signing of the Pact for Social Inclusion (PaIS) at the municipal social services. Recipients of the RdC access the Pact after an assessment that takes into account the needs of the family nucleus. To carry out this evaluation, the Municipality of Naples has activated specific multidimensional teams, through the hiring of professional figures such as social workers, educators and psychologistswhich are located in the 21 Territorial Social Service Centers (CSST) of the 10 city municipalities. While at the central level a unit dedicated to controls and administrative management has been set up.
Sheets and equipment are missing and toilet paper too
An army of new personnel, therefore, recruited to work on Citizenship Income practices who however find themselves having to deal with the scarcity of resources. There is a lack of paper and equipment and even toilet paper, as written in the executive resolution 13 of 12 December of the Municipal Social Planning Service. In fact, the Municipality was forced to launch an urgent call for paper and toilet paper rolls.
An excerpt of the managerial determination of the Municipality of Naples
The document underlines:
“the shortage of consumer goods such as rolls of paper and toilet paper supplied to the municipal offices involved in the implementation of the Citizenship Income measure”.
And, for this reason, “it is believed to adjust the equipment to ensure the continuation of adequate sanitary conditions within the central municipal service and the territorial social service centers”. “The depletion of warehouse stocks for the aforementioned goods – continues the note – configures the purchase as urgent”.
In the end, the tender was entrusted to a private company, for an amount of 9,296.40 euros. Money that will be used to buy a thousand reams of A4 paper of 500 sheets each, 500 packs of rolls of 2 and another 500 packs of toilet paper of 10 rolls. In addition to delivering all the material to the different offices.
