These last years, Toulouse shifted into overdrive on the development of third places. According to website statistics these new activities, there would be 46 third places on the territory of the metropolis of Toulouse, and 177 for the entire Occitanie region. That is a third place for more than 32,000 inhabitants on average.
These third places are typical of the evolution of our time, where the relationship to work is completely rethought, with acute issues on social issues, solidarity and ecology. Toulouse News make the point.

Coworking, a trend on the rise
The map used above does not mention the dozens and dozens of pure coworking places. La Cantine, Etincelle coworking, HarryCow, Multiburo, Etymon, Tau, O Local… There are many players in this new market.
The cartridge factory locomotive
The Cartridge Factory continues to be one of the largest open-air construction sites in Toulouse. It is there, to the west of the city, in a district well served by the tramway, that the largest third place in France is being built step by step: the Halles de la Cartoucherie.
Launched with great fanfare in September 2021the site, extending over 13,500 m², led by the Cosmopolis collective, could then come to life.
Landry Olivier, general manager of Cosmopolis, had reminded Toulouse Newsearly November 2022, the ambitions of the project.
“It’s the transition. We want to participate in this moment of change in which we are, we want to participate in the social and environmental transition. »
Food shops, bar, concierge, performance hall, sports and association spaces, rooftop, movie theater… This mega project is due to see the light of day in September 2023.

But in fact, what is a third place?
On the site referencing third places in France, a definition of this concept is given: “Coworking spaces, cultural wastelands, fablabs, nurturing third places… They have in common to pool spaces and skills, hybridize activities and bring together a committed citizen collective, promoting cooperation to meet the challenges of their territory”.
According to the latest census established by the site francetierslieux.fr, 3500 spaces of this kind, between home and workplace, existed in the four rooms of France, 3/4 of which would operate in coworking mode. The management of 62% of them is ensured by associations, and barely 8% by SCIC (cooperative society of collective interest) or SCOP (cooperative and participatory society).

The last places that opened
2022 was the year of realization for the Transition Halls. Located at 7, rue du Canon d’Arcole, this new third place in Toulouse, run by Chloé and Mélanie, has a very specific objective: to accelerate the ecological and solidarity transition.
“It’s a place open to everyone, someone can come and consume in an ethical and sustainable way, but can also come and reserve a table or privatize the place”.
The place offers a grocery corner, a bar, a catering area, a music corner, a workshop room, a coworking space, a garden with furniture from recovered pallets…
On Sundays, the Halles de la Transition want to organize yoga brunches.

Another district at the forefront of third places : soupard, northeast of the Pink City. This is where, since October 19, 2022, Coffee&Cothe first inclusive third place in France which also does an associative café.
“It’s a place supported by a group of disabled people but above all open to everyone to support everyone’s place in society. Biodiversity is not just for insects!”
In addition to radio workshops, advice on housing and sports-health, second-hand clothing and numerous training courses will be offered on digital technology, the Highway Code, job search, learning the basics of mathematics and French… and even on how to take care of yourself thanks to a socio-esthetician.
Café&Co took place on the ground floor of the old building of Orange de Soupetardthat the employees left in September 2021. In recent months, a huge third place has developed at high speed, which has taken the name of La Bouillonnante.
“Since June 2022, we have been hosting around fifty associative actors and cooperatives from the social and solidarity economy and the circular economy around food, anti-waste, short circuits. The field of disability also takes a good part. The whole building is occupied”.
After Soupetard, Intercalaire agency, which asserts its “fine knowledge of the territory”, has not finished reviving the thousands of unused meters in the Pink City. “Two-three other projects will be released by the end of winter 2023, but it’s still too early to talk about them,” finished Thomas Couderette.

Unusual: a third place… in a former presbytery!
The Beehive, this is the name of this new third place, equipped with a coworking space, which has opened since the start of the 2022 school year in Portet-sur-Garonne (Haute Garonne), south of Toulouse. If the place had been unoccupied since January 2020, for the municipality, “no question of abandoning” this historic building which was once… a presbytery!
It therefore decided to give a new impetus to this site which has already known several existences. With the ambition to install “a place of life, work, creation, culture and social bond”.
Teleworkers, entrepreneurs… This 400 m workspace2 is intended for all types of public looking for “equipped and connected offices”, who are “tired of long daily journeys to go to the office”, or who wish “to work elsewhere than at home to exchange ideas and get out of isolation” .
The Beehive brings together offices (individual or shared) for flexible use, but also a coworking space, several meeting rooms, including one dedicated to videoconferences… “The advantage of this system is flexibility”, insists the town hall. “You can book just a day there, but also sign monthly or yearly contracts”.
Outdoor premises, which adjoin the main building, will be rehabilitated to accommodate a new paramedical space. The installation of physiotherapists is, among other things, in the boxes.

Current projects
In the next few months, a change will occur Rue Croix-Baragnon. It is in March 2023 that the headquarters of the Council for Architecture, Town Planning and the Environment (CAUE), at number 24, is to open. This project takes place in the former cultural space Croix-Baragnon over 2400 m2, and offers spaces for exchanges around architecture, town planning and landscape. It will be made up of three poles: general public, professionals in the sector (architects, craftsmen, teachers, etc.) and promoters of public and private projects.
Spaces will be dedicated to “acculturation of the public” with a documentary collection of 3,500 works, interactive digital devices, exhibitions and a knowledge wall A 300 m catering area2 will be present. A project which cost 5.1 million euros and which should materialize in March 2023.
A Jolimont Rose Garden, in the future district under construction of Guillaumet, a third place, “The Hall of Chimneys”, will be dedicated to eco-responsibility with an urban farm, an associative bistro, a repair workshop and shared gardens. The project is expected by 2025.
Finally, a third place “of metropolitan dimension” is announced in the old wind tunnel.
