Valentini: “Municipality of Siena returns to the hoax of the budget hole, propaganda from Fazzi”
“I thought that out of decency the Municipal Administration would not return to the hoax of the budget hole. On the contrary, commissioner Fazzi did so, for mere propaganda and trying to make people forget that it was his own majority that rejected De Mossi’s re-nomination and that they have been arguing for months due to the inconsistency of results and the arrogance of the small group that governs the city behind the screen of the Mayor’s vanity”. Thus the former mayor Bruno Valentini replies to the words of the councilor for the budget Luciano Fazzi regarding the management results validated by the Court of Auditors.
“In summary – again Valentini – the Tuscan Court of Auditors challenged the Municipality of Siena for having used the proceeds of real estate sales to reduce the excessive inherited debt, avoiding raising taxes or reducing services after the cessation of contributions from the MPS Foundation. A question of interpretation of the rules on public accounting, which the National Court of Auditors resolved shortly after having ruled the legitimacy of the behavior of the Municipality of Siena, following the inevitable appeal brought by the Giunta De Mossi. In practice, the current Administration maintained that the previous one had acted correctly, denying the political attack that they themselves had mounted. And in fact the Accounting Judiciary has excluded any liability action for any tax damages. The truth is that from 2013 to 2016 the Giunta had to tighten its belt to avoid the collapse of the budget, performing the miracle of rectifying the accounts and bequeathing such a florid budget that at the beginning of the year this Administration had only 35 million because he doesn’t know how to spend it”.
“It is paradoxical – continues the former mayor – that they boast of not having increased the tax burden. They had all the conditions to reduce it, but they preferred to spend on patronage recruitment, consultancy and assignments of all kinds. They have inflated the activities of the subsidiaries, to the point of being forced to subsidize them, whereas before they paid profits to the Municipality. They didn’t even know how to fulfill their electoral promises, as happened with the hospital car park, where they made the first hour free but all the subsequent ones happened. And finally, they managed the management of the Municipal Accounting Office so badly that they first removed an expert manager for no reason, then they opened a content with the Municipality of origin for the next manager (who proved to be too autonomous and professional), then it was the official who came from Rome to leave and now they are in such bad shape that the Municipal Secretary has assumed this role ad interim, leaving such a delicate function without a figure of reference.
