The activity of natural and legal persons, included in the list of US sanctions for persistent campaigns of malignant influence and acts of corruption, will be strictly monitored in the Republic of Moldova. In this sense, the Commission for Extraordinary Situations approved a series of decisions that come to transpose the effect of the sanctions imposed on the Office for the Control of Foreign Assets within the Department of the Treasury of the United States of America.
Thus, reporting entities will apply increased precautionary measures regarding transactions that do not correspond to the daily activity of persons subject to sanctions, as well as persons suspected of being associated with them. The list of the latter will be drawn up and updated by the Intelligence and Security Service, which will collaborate in this regard with the Prevention and Combating of Money Laundering Service, the National Bank of Moldova and other public authorities with incident powers in the given field.
Also, reporting entities will refrain from carrying out activities and transactions, including those related to the payment of dividends, abroad of real estate, movable property and securities, the realization of targeted persons, for a term of up to 5 working days. At the same time, the Public Services Agency, the Single Central Depository, the National Financial Market Commission and other legal entities vested with the right to register/dispose of goods and rights, including shares in the social capital of legal entities, will refrain from performing any activities that would facilitate their transfer and/or conversion for the concerned persons. Entities will inform the Money Laundering Prevention and Combating Service immediately or within 24 hours of the initiated actions.
For its part, the Prevention and Combating of Money Laundering Service will issue the decision to stay both the execution of activities and transactions with goods, including financial means, shares in the social capital of legal entities, as well as the registration of rights over them, for a period up to 30 working days. The Service will inform the Government about all measures taken.
During the meeting on October 31, the members of the CSE also decided to extend, from November to December 2022, the deadline for supplying electricity to SA “Energocom”, based on direct negotiations. The measure is necessary to ensure the need for electricity, in the context of the deficit resulting from Russia’s attacks on the energy infrastructure in Ukraine, but also the limitation of the volume of gas supplied to the Republic of Moldova.
In the same context, the CSE Provision provides for the release to the Material Reserves Agency of the Ministry of Internal Affairs of the amount of 10,000 tons of fuel oil from the state reserves to SA “Termoelectrica”. The oil is to be released immediately, as a loan, until July 1, 2023 and is intended for the production of electricity and thermal energy.
Following the approved Provision, the Ministry of Infrastructure and Regional Development will approve the methodology regarding the distribution of thermal energy consumption and the cost related to this consumption among the consumers of an apartment block connected to the collective thermal energy supply system. The measure will be applied to ensure economic equity between all tenants of such blocks, until the approval of the government decision in this regard.
The CSE members also decided to allocate to the territorial social assistance structure 181.6 thousand lei from the Government’s Reserve Fund, in order to grant the compensation increase for the work performed in conditions of sports risk for health. Another 3.1 million lei will be allocated for the maintenance of temporary placement centers for refugees, established by second-level local public authorities, and 531.4 thousand lei – for those established within the level 1 APL. At the same time, for the maintenance of the centers . of temporary placement for refugees from Ukraine, about 1.59 million lei will be allocated to the Ministry of Labor and Social Protection.
In order to support agricultural producers, the Intervention and Payments Agency for Agriculture (AIPA) has extended, until November 4, 2022, the deadline for submitting subsidy files, including from applicants who have registered arrears in paying taxes and fees to the public budget . national.
Last night, Prime Minister Natalia Gavrilița announced that the CSE will adopt several decisions that will allow the implementation of international sanctions in the Republic of Moldova, in the context of the sanctions announced by the American authorities.
