‘Isolation offensive’ in poorer districts of Amsterdam
The municipality visits poorer households to provide them with energy-saving products and insulating measures. Alderman Zita Pels (sustainability and energy transition) announced this on Friday morning. The ‘insulation offensive’ is aimed at lower-income, high-energy households.
A total of 24,000 Amsterdam households. They are offered free LED lamps, draft strips and radiator foil. Technicians install these energy-saving products and carry out minor repairs that help reduce energy consumption. This includes sealing cracks and seams and installing pipe insulation.

Strikingly enough, households do not register for the promotion. All households are visited by an energy coach every month. If you do not want to participate, you must actively unsubscribe from the promotion. The municipality of Amsterdam is spending about 8.5 million euros on the measures.
“There is a great need to quickly and structurally insulate homes”, Pel. “For me, the most vulnerable Amsterdammers come first. By focusing on insulation, we not only help Amsterdammers through this winter, but we also ensure the structural sustainability of Amsterdam homes that is so much needed.”
In the coalition agreement, Amsterdam previously released 32 million euros to isolate the city. That amount comes over a contribution from the national government of 21.3 million. The first 8.5 million euros should be implemented as a ‘flywheel’ to train owners to make investments in the insulation themselves. The spending of the remaining millions will be worked out further in 2023.
