DIJON: Emmanuel Bichot asks for “visibility on the timetable for the entry into force of the ZFE”
The elected Republican calls for preparation “in the best possible conditions by the deadline of January 1, 2025” corresponding to the establishment of a low greenhouse gas emission zone at the level of the Dijon metropolis.

The Climate and Resilience Law of summer 2021 makes the entry into force of Low Emission Zones (ZFE) mandatory in agglomerations of more than 150,000 inhabitants.
The Dijon agglomeration is one of the 43 agglomerations concerned, without being part of the ten most polluted agglomerations for which the establishment of ZFEs is already compulsory.
In ZFEs, the oldest vehicles will be prohibited from driving, even if the owner lives or works in the area concerned. More specifically: vehicles Crit’Air 5 (diesels before 2001), Crit’Air 4 (diesels registered between January 2001 and December 2005) and Crit’Air 3 (diesels before 2011 and gasoline before 2006). The association 40 million motorists estimates that half of motorists will be affected by these bans.
However, to date, although the law recommends the gradual implementation of circular bans from 2023, there is radio silence on the side of the city of Dijon and Dijon metropolis. We want the inhabitants of Dijon to have visibility as soon as possible on the timetable for the entry into force of the ZFE. Given the proximity of the deadlines and the uncertainty about some of the implementation and support methods, any hasty implementation would be inappropriate. The most reasonable thing would be to prepare for the January 1, 2025 deadline under the best possible conditions.
We also ask that an impact study of the social consequences on Dijon and on the metropolis of Dijon be carried out as soon as possible, in the case of often modest households, in order to best mobilize any aid.
We know that a steering committee associated with all the municipalities of the metropolis and the elected representatives of the opposition has been set up to lead this project in transparency and consultation: studies, timetable, perimeters, information, support for households.
Finally, we regret, in view of the accumulation of major topics for local life without answers to date from the local executive, the abolition without explanation of municipal and metropolitan councils scheduled for November 2022.
