Russia and Turkey evaluate design, construction and marketing of gas hub
The idea of creating a hub for calculating Russian gas is about Vladimir Putin on October 12th. According to him, the falling volumes of gas transportation to the EU can be transferred from the Baltic Sea to the Black Sea.

Russia and Turkey have begun estimating the cost of building a new gas hub. This is reported RIA News with a link to the source.
Vladimir Putin proposed the creation of a gas distribution center during a meeting with Recep Tayyip Erdogan in mid-October. A few days later, the head of Turkey confirmed that he had agreed with Putin on the construction, work is already underway, and the hub will be created to a large extent. According to the idea, it can be used to obtain Russian gas under a new scheme. Therefore, like the Erdogan Hall, the most suitable place is Thrace – the European part of Turkey.
The source of RIA Novosti noted that it is necessary to conduct feedback on the design, construction and marketing of the new gas center. The relevant departments are working, the process is controlled by the leaders of the two countries. Igor Yushkov, a leading expert of the Financial University and the National Energy Security Fund, comments.
Igor Yushkov leading expert of the Financial University and the National Energy Security Fund If the parties have started an assessment or some kind of design, then there is nothing extraordinary here. If they said now that we are starting construction, then this would be some indication that the parties are in a hurry. Now the main task is a serious intention – that we will really implement this, that this is not just a statement. From a technical point of view, there is also little to design here. It is planned to create a gas hub, for this it is necessary to increase the capacity for gas delivery to Turkey. How can you deliver there? From Yamal to Anapa you are expanding the gas transmission system, from Anapa in the European part of Turkey you are building offshore gas pipelines. All this has already been revealed, that is, the Turkish Stream was, in fact, the South Stream, although it came to Bulgaria, that is, the only change is that it returned to Turkey on the border of the water area of the international water and the Bulgarian water pipe. And by the time Bulgaria refused to implement this project, one phase of expanding the gas transmission system from Yamal to Anapa had already been completed, and the second was under construction. In fact, we are talking about the need to complete the second stage of switching on the gas transmission system and lay two more lines. It is not known why we understand that it is not being collected in volumes yet, as the Nord Streams are being repeated, that is, we are not talking about the construction of 55 billion cubic meters of capacity, so it is only necessary to decide how much this will all cost in current prices, and pipelayers come here. And, again, the rules of the game, perhaps, will need to be loosened in Turkey, because Vladimir Putin was dragging out exchange trading itself in Europe – the spot market and so on. And how will the stock exchange be built in Turkey? The idea of a gas hub in Turkey, apparently, is for the Europeans to give gas now at the border. We say: well, since you cannot ensure the safety of our gas pipelines, then take it here on the border of Europe, and then pull it to yourself as you wish. For Europeans, on the one hand, there is an opportunity to buy Russian gas, on the other hand, they do not want to become more dependent on Turkey and generally declare that in a couple of years from foreign purchases of Russian gas, it’s like that, and the Russian Federation is just faster than a year three to build such an infrastructure, and for the Europeans it will still be necessary to build gas pipelines themselves, because such volumes of gas pipeline throughput do not reach the border with Turkey
According to experts, there is no guarantee that Europe will buy Russian gas through the new Turkish hub, barring an exception. Although, when working according to such a scenario, Russian blue fuel is depersonalized and may not become so toxic for the West.
What could be the political risks in the project, in particular from Turkey? Turkish political scientist Togrul Ismail comments:

Earlier, Vladimir called Putin Turkey the most reliable route to find gas in Europe.
Gas is delivered to Turkey to repair routes across the Black Sea: via the Blue Stream, with a design capacity of 16 billion cubic meters per year, and via the Turkish Stream. One thread is common for Turkish consumers, the other for customers in South and Southeast Europe. The total design capacity is more than 30 billion cubic meters per year.
