Prague has a uniform methodology for assessing construction projects of residential social services for the elderly
The councilors of the capital have approved a methodological document that will ensure the construction of a network of residential services according to contemporary demands on the quality of life so that citizens of Prague who need round-the-clock care cannot be aged in a dignified environment at home.

The creation of a unified methodology responds to the capital city’s historic deficit in residential care capacity and the ability to effectively reduce missing services. The tool mainly follows the needs of the city districts that implement the construction of residential services for the elderly. More than 70% of representatives of Prague town halls expressed interest in using support in the preparation of residential service projects for the elderly.
“The unified framework establishes the basic starting points and philosophical principles and criteria for the functionality of the buildings being prepared, and also makes it possible to harmonize the price costs per bed, so that similar situations do not occur as in past periods, when decent projects were stopped for no reason, and, on the contrary, put pressure on the implementation of overpriced facilities. When we came to the Prague City Hall, it was standard that the city districts did not know how to actually build residential services for the elderly, and the municipality did not know which projects to finance as a priority when the city budget was too much. For that reason, inefficient, overpriced projects could have been supported, which is a problem if we know that Prague had a deficit of around 1,000 beds. We have changed that and now, after a three-year pilot phase, during these services we are supporting the construction of new senior housing in Prague 11, Prague 14, Prague 15 and Prague – Petrovice, each part of the city has the possibility of early consultation of the project plan with the municipality and experts in the territory of the region on the basis of which he can then apply for investment and subsequently operational support. Other projects that must go through this process are being created in Prague 9 or in Prague – Zbraslav, the new municipal implementations in Dejvice and Počernice are governed by this,” says Milena Johnová, councilor for social policy and healthcare.
Support for the preparation of project plans creates space for implementers for expert consultations already at the stage of the project plan in order to prevent time and financial inefficiency, if they were submitted to the capital city for project financing only at the stage of implementation documentation, which at the same time required changes. In addition to the Department of Social Affairs of the Prague Municipality and the Institute of Planning and Development, hl. m of Prague, experienced architects specialized in senior housing projects with care are also involved.
“The capital and the borough are getting a new tool to help them deal with a historic deficit in care capacity. I believe that thanks to the application of the methodology, the capital city and the state will create new capacities for quality housing with care for Prague’s senior citizens according to contemporary demands for quality of life. The assessment process will also have a positive impact on investors and later service providers, as the municipality’s social affairs department will ensure the consultation of experts from a number of architects specializing in senior housing and experienced senior service providers. The future provider will also have the opportunity to discuss with the office in time the inclusion of new capacities in the network of social services and thereby ensure their co-financing from the public budgets of the city and the state,” added councilor Milena Johnová.
