The San Marino National Delegation to the Parliamentary Assembly of the Council of Europe announces the possibility of candidates in accordance with Resolution 1547 (2007) of the Permanent Commission of the Parliamentary Assembly of the Council of Europe, for the vacant post, starting from 19 December 2023, by the San Marino member of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT)
The CPT is a body of the Council of Europe which provides for a system of visits to the various member countries in order to inspect places of detention to verify the treatment of persons deprived of their liberty and the methods of coercion. Its members are independent and impartial experts with expertise in multiple professional areas and carry out their mandate on an individual basis.
Each member, in accordance with article 5.1 of the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment, is elected by the Committee of Ministers of the Council of Europe, on the basis of a triad of candidates proposed by the National Delegation to the ‘Parliamentary Assembly.
Candidates can be presented by excellent San Marino citizens who have languages in the Convention on human rights or professional experience in specific sectors of the same, in possession of the requisites required by the Assembly itself and by the Resolutions of the Parliamentary Assembly, with knowledge of at least one of the official of the Council of Europe (English or French) and at least passive knowledge of the other language. The report of 15 October 2008 of the CPT calls for a greater number of people specializing in the work of law enforcement, doctors specializing in forensic medicine and people specializing in the psychiatric sector among its members. In addition, the participation of female candidates is strongly encouraged.

After a selection of the curricula, the candidates in possession of the required requisites will be invited for an oral interview with the National Delegation as Selection Committee, to evaluate their qualifications, convene it and availability. The third resulting from this selection, complete with the relevant curricula, will be sent to the competent Commission of the Parliamentary Assembly of the Council of Europe in Strasbourg for subsequent formalities. The mandate of the CPT members lasts for 4 years.
